A deep state actor (also deep political actor) is someone who knowingly carries out operations for deep state groups. They may be involved in multiple different operations, have knowledge of the wider purposes of the operations they are involved in and recruit deep state functionaries and/or delegate to other deep state actors.

Subversion of lines of command
Organisations such as governments tend to have clearly defined chains of command and standard operational procedures, which deep state groups must subvert if they are to successfully carry out (or cover-up) deep events. In such cases, they rely on people who are ready to deviate from these procedures, e.g. to subvert a chain of command or tamper with evidence. Deep state actors fulfil this role.

Deep state actors are sometimes relied upon to respond to matters arising, but their degree of real autonomy is limited, since their is no need for them to now. Accordingly, they are not responsible for planning systemic or mid level deep events, only low level deep events.
Liquidation
The knowledge and autonomy of deep state actors presents a threat to the secrecy of deep state operations. De Morenschildt was assassinated after sharing information about the JFK Assassination. Al Martin states in his expose of The Enterprise that it killed about 400-500 of its mid-level employees -- some of whom are listed as HSCA/Premature deaths -- to insulate the top leaders from exposure.
Use of the term
The phrase "deep state actor" was defined in July 2018 on Wikispooks, before which time its usage was inconsistent. It was used on Fox News in 2018 more or less interchangeably with "deep state operative" (which has a less precise meaning on this site).[2][3]
