The Institute for Strategic Dialogue is a global public-private partnership which shapes government policy. As such, it places policy control into the hands of alleged 'philanthropists', global corporations, NGOs and civil society organisation. Iain Davis defined it as "essentially an anti-democratic organisation that serves to undermine purported democracies.democracies."[1]

Overview

ISD: Mythbusting migration concerns: 'Ireland is full'

The institute brings together a range of the elite policy planning activities of Lord Weidenfeld, who is also listed in Jeffrey Epstein's Black book. All but one of its 2009 trustees had connections with the banking and finance sector including with hedge funds.[2]

According to itself, "The ISD is uniquely able to turn research and analysis into evidence-based policy and action. [. . .] We formulate and advocate policy solutions, and provide local authorities, central governments and multilateral institutions with the data, expertise and technical support to deliver evidence-based policy and programming."[3]

Beyond partnerships with institutions like the Global Counter-Terrorism Forum, ISD has spearheaded and led inter-governmental initiatives in the domains of counter-extremism and digital regulation[4] (censorship).

The think tank has as it purpose to analyse and trial "innovative solutions to the rising tide of extremism, hate, populism and polarisation[5], which is defined broadly as all opinions that go against ruling class agendas, from opposition to COVID-policies[6] to "anti-climate efforts".[7]

During the War on Terror, the Institute focused much of its activities on the question of Islam and its role in Western societies. The Institute provides the home for a number of Weidenfeld's other initiatives, such as the Club of Three.[8]

Climate censorship unit

Funded by the German Federal Foreign Office, the ISD's Digital Policy Lab (DPL) is an networking hub of governments, corporations, foundations and interest groups "focused on charting the regulatory and policy path forward to prevent and counter disinformation, hate speech, extremism and terrorism online."[9]

As a hidden middleman for government activities, DPL works with a range of collaborators including the European Climate Foundation, Greenpeace UnEarthed and DeSmog, to developing "cutting-edge tools" tailored to audiences across the Czech Republic, Germany, Hungary, Italy, Poland, Slovakia, the UK and the United States. The purpose of these tools is to "combat malign influence campaigns, disinformation and broader anti-climate efforts, by giving the sector "in-depth and ongoing data from the digital space."[10]

The objective of this work is to:

Twitter censorship "research"

The method used was: "Our approach uses an innovative algorithmic architecture to classify Tweets which could be interpreted as ‘plausibly antisemitic’, where at least one reasonable interpretation of a message’s meaning fell within the International Holocaust Remembrance Alliance’s definition of antisemitism. Iain Davis pointed out that "'Reasonable interpretation' appears to be key here. Primarily because that 'interpretation' doesn’t appear to be reasonable at all.
