The Deep State's core policy objective is to maximise control. This is aligned with the policies of separate deep state groups, but on a larger, more comprehensive scale.

This page is about the policy of the Supranational Deep State. See Deep state/Policy for a more general description of the policies of separate deep states.

The Supranational Deep State's long term goal would appear to be the installation of a global control grid, i.e. a set of technological means to secure long term control over the rest of humanity and of nature as a whole. As with other deep state activity, of the many aspects to this project, the common denominator is deception.

Core policy

Like the formerly separate deep states from which it evolved, the Supranational Deep State (SDS) seeks to avoid exposure by operating in the shadows and by tight control of the narrative to hide the significance of information that does become public. Historically, The Deep State has favoured secrecy and compartmentalisation over efficiency.

Modus operandi

SDS operations are broadly similar to other deep state operations, but on as grander scale; while deep states work to control a single government, the SDS aims to control them all. Moreover, operation as an undeclared de facto world government also requires effective control of the UN and any other organisations which could challenge its global hegemony.

Deep events

Peter Dale Scott uses the term "deep event" to describe actions of deep states, which he classifies as follows:

  1. "Low level" - minor events which might go unnoticed, such as destruction of evidence
  2. "Mid level" - such as a coup, or the assassination of a troublesome dissident or whistleblower
  3. "Structural" - large enough to change the fabric of society

Of the last category, the 9-11 event (and in particular its coverup) has played an important role in the development of the supranational deep state. Since then the "war on terror" project to curb civil rights and promote internet censorship has continued to exert a defining influence.

Deep state milieux

Any alliance is only as strong as the connections between its members. This presents a particular difficulty to the SDS, since the secrecy requirement means that it must eschew written agreements in favour of secretive interpersonal understandings[1]. While the SDS' most important deals are made by on an ad hoc basis on a select group of deep politicians, they also set up deep state milieux as environments conducive to the more routine business of international deep politics.

Two of the most famous[2] international deep state milieux are the Bilderberg group and the Trilateral Commission. There are hundreds if not thousands of such groups attended by deep state operatives. While some are extremely secretive[3], others have a public profile (very often as a charitable "think tank") to serve as a front.[4] Although the quid pro quo deals struck in such groups are almost never made public, many of these groups publish their membership lists, providing some insight into their relevance to The Deep State.

Bilderberg effect

The Deep State needs people whom it can groom as puppet leaders, resulting in the "Bilderberg effect". This is a rise in career trajectory of visitors to the Bilderberg[5] who demonstrate themselves to be of potential value to the group. In particular, several milieux exist with mission statements about improving relations between the US and some other country, and with memberships derived mostly from the two countries concerned. They serve as incubation chambers for people adjudge to be suitable material to hold high office on behalf of their deep political masters.[6]

Strategies

The Deep State's efforts to carry out social engineering on a global scale are facilitated by its control over a lot of national governments and global institutions. While structural deep events are a means of doing this, their duplicitous nature makes them highly risky, so long term strategies are preferred.

Controlling the narrative

Just as individual deep states need reliable control of commercially-controlled media to prevent sudden disaster, so the supranational deep state, too, must be in a position to control the narrative by deciding what is and isn't newsworthy. This project goes much deeper than a globalisation of the CIA's Operation Mockingbird; controlled opposition (playing both sides) operates on massive level. Combined with compartmentalisation, this can lead to the Deep State supporting all factions mutually fighting factions.

Internet censorship

The 2020s has seen a large push from governments worldwide (in particular in the UK and US to promote internet censorship.[7]

Language

Language is a key determinant of human thought, and therefore of great importance to the SDS. The global reach of the SDS allows it to undertake projects, such as the introduction across languages of new vocabulary. The SDS promotes phrases with helpful connotations (for example, business jargon such as "human resources" or thought terminating cliches such as "anti-semite" or "conspiracy theorist"[8]).

Strategy of Tension

"Strategy of tension" is phrase that emerged in Italy during the Years of Lead to describe NATO's use of its Gladio network to bomb civilians. These false flag attacks proved an effective means of preventing the democratic election of communist politicians, but also served a wider purpose; by keeping the population in a state of fear, anxious for their personal safety and nervous about what was might happen next, they decreased their ability to clearly understand what was really going on.

By allowing people to think and act faster than usual, a burst of adrenaline is part of the natural mechanism to escape danger, but by prioritising flight over long term goals such as healing or learning, such stress hormones exert a long term toll on the human body. In the 21st century, the SDS is using the same approach, not merely on individuals but upon society as a whole; crisis after crisis is created or exploited to try to render whole populations pliable and incapable of resistance. The Pentagon's Operation Gladio B replaced the enemy image of communists with "Islamic terrorists".

Permanent war mentality

A particularly important aspect of the strategy of tension is the mentality of permanent war. G. Edward Griffin coined the phrase "The Rothschild Formula" to refer to the orchestrating of war by a cabal of European bankers to control governments during the Middle Ages, one of the major objectives of which was to induce governments to bring in privately held central banks so that the financiers could have even tighter control over them. George Orwell wrote in Nineteen Eighty-Four, that "The war is not meant to be won, it is meant to be continuous. Hierarchical society is only possible on the basis of poverty and ignorance. This new version is the past and no different past can ever have existed. In principle the war effort is always planned to keep society on the brink of starvation."[9]. Arguably, the global mania for "competition" and "competitiveness" that permeates global business is an echo of this.

Divide And Rule

Divide And Rule has long been a strategy used by small groups to dominate large populations. A testimony to this is the symbol of freemasonry. This includes any number of efforts to damage social cohesion and promote fear and social atomisation. The II leak has exposed the UK Deep state's efforts to promote "awareness of the Russian threat" in an effort to promote Cold War 2.0.

Money

Money was spontaneously created in innumerable different forms in communities around the world, including in forms that promoted equality.[10] The modern system of fiat currency has evolved over centuries to have the opposite effect. Directed by the ultra-secretive BIS, a global franchise of central banks create money out of nothing and then lend it out at interest to commercial banks, which repeat the procedure to put it in the hands of the population. Ringed around by jargon and other forms of misdirection, this system has lead to a position in which supposedly "democratic" governments feel unable to engage in money creation, even when explicitly authorised to do so.[11] The SDS has been a reliable backer of this control system, and has invaded nation states which challenged it.[12] Similarly, under the names of "privatisation" and "globalisation" it has promoted a process of financialisation which replaces human-centric local culture with a once-size-fits all value set, explicitly championing the sociopathic selfish mindset, which effectively dispossesses more and more of humanity in the name of "poverty alleviation".[13]

Undermining of opposition

Any organisation (especially a national government) with a degree of credibility but retains independence from the SDS is a potential risk, and so likely to be a target for co-option or sabotage. If the group can retain its integrity, forcible removal of the leadership is a possibility, but in the modern informational environment the preference is generally for less risky strategies such as attrition of the group's influence, such as by setting up a well funded rival group. If the group's credibility cannot easily be undermined within its sphere of influence the SDS can work to isolate it and try to shrink that sphere of influence.[14]

Big lie

The SDS is frequently audacious in its lies.[15] Contrary to many people's intuition, big lies can be harder to detect than small lies. This sort of semantic inversion, can lead to a confusion between "terrorism" and "counter-terrorism".[16] School, a vital tool of social engineering, masquerades as an institution to benefit children, rather than the adults who direct it. In his most famous work, Deschooling Society Ivan Illich termed it "the reproductive organ of the consumer society".

Cover stories

The SDS almost invariably uses cover stories to provide a gloss over its designs, such as reframing the establishment of a global control grid and police state as a "sustainable development goal".[17]

Research

When compared with local deep state groups, the SDS attempts to exercise control over a much larger and more heterogeneous population. While this presents particular challenges, it offers a range of possibilities. For example, the long term project to switch over from cash to something more easily remotely controlled has been researched in a number of contrasting nation states. These have tried banning the largest banknotes or placing legal limits on cash transactions.

Ecocide

Species depletion and the ongoing assault on the planet's life support systems is no mere incidental consequence of global capitalism. As indigenous organisms on this earth, humans are co-evolved to live surrounded by other living beings, and we cannot survive long apart from them.[18] Omnicide, the replacing the living with the dead, is therefore a way to impair our individual and collective health. In the 1970s Ivan Illich referred to the efforts to "develop" the global south as a "war on subsistence".

Urbanisation

Surrounding people with concrete and limiting their access to land is a highly effective means of preventing them from growing their own food, which is in turn a means of rendering them dependent upon the economic system as well as easier subjects for more direct coercive measures.

Genetic modification

Genetic modification has been aggressively developed under cover of alleviating hunger, as if to belie the fact that the world already produces mode human food than is required. The terminator gene was an effort to replace the otherwise universal self-reproducing seeds with single use ones, that would grow into crops that would not produce viable seeds. This was dropped after widespread opposition.[citation needed]

The ecocidal nature of Deep State policies is greenwashed with a wide variety of plastic phrases such as "sustainability" and "carbon neutral" business. The SDS has poured a lot of money to promote superficially well intentioned schemes - from the drive towards to carbon trading to REDD (less a forest protection scheme than a forest protection racket)- to distract from the essentially ecocidal business of global domination.[16]

The Epstein affair illustrates how quickly even high profile deep events can be flushed down the memory hole, which the silence surrounding Sunny Sheu's demise illustrates how effectively corporate media can blackout events.

Weaknesses

The Deep State's policies represent the culmination of millennia of development by ruling elites. As such, they are finely homed to take advantage of human psychology, physiology and culture. However, they are ill adapted to the 21st century informational landscape. John McMurtry refers to the Deep State's reliance on smoke and mirrors as its Achilles Heel.[16]
