Deep state recruitment network.jpg
Future leaders in deep state structures have to come from somewhere.

Deep state recruitment networks are structures used to propagate and maintain deep state structures. What deep state groups lack in terms of legitimacy, they must make up for in other ways. Deep state recruitment networks are one of those ways. They are onramps onto careers as deep state operatives, providing a chance not only to train up but also — to a certain extent — to evaluate and filter out those whose personal qualities make then unsuitable for admission to deep state groups.

Purposes

Although the clandestine deep state structures are generally well funded, their anti-democratic purposes present them with a dilemma. How to use their money to acquire that which is beyond price — loyalty? And how to do so in such a way that minimizes risk of exposure?

For over a century, deep states have been using public-facing, formal recruitment networks. Typically, they are funded by a wealthy patron, and consist of funding given to a group of young and highly talented people for a specific period. To draw from a large pool of candidates, they must be publicly visible.

Selection

Schools and universities have an assortment of scholarships to enable the poor but talented to advance, providing a natural cover for deep state recruitment networks, which invariably have a mission statement extolling the "philanthropy" of their expansive patron.

Since these operations invite only the most promising young people, membership was traditionally worn as a badge of pride and a sign of great talent. Deep state recruitment networks have a very specific purpose and actively seek and cultivate weaknesses as well as strengths.

“In 1968, while at Oxford, ambitious, young Bill Clinton [Rhodes Scholar 1968] was recruited as a CIA asset by CIA London station chief Cord Meyer. Cord Meyer was a very significant figure in the Coup of ’63 when he ran the media cover-up, propaganda side of the coup. The Cabal was always looking to groom a next generation of members, and from the point of view of the CIA/Cabal, Clinton must have made an ideal target. He was smart, charismatic, ambitious, and he couldn’t keep his dick in his pants. That combination of traits made him very controllable.”
Mark Gorton [1]

While different networks have different procedures and criteria, essential to all such networks is the establishment of personal relationships with existing deep state operatives.

Dissidents

Any such public facing project will have to deal with members who are interested to apply and participate, but who are adjudging to be unsuitable for recruitment into the Deep State. There may even be those who are at least somewhat aware of the project's deeper purposes and who actively resist them. Economist Richard Werner, selected as a WEF Global Leader for Tomorrow in 2003, stated that the network was closed down and relaunched as a more format — the Young Global Leaders — because too many members started asking difficult questions of the management.[2]

Origins

Cecil Rhodes was a wealthy deep politician and member of the Milner Group's Society of the Elect, then the de facto UK deep state. On his death in 1902 he left a legacy to the University of Oxford, which funded the Rhodes Scholarships.[3] This continues to fund an annual intake of young men (and, since 1977, also women) to study there to this day.

Development

These networks have multiplied with the rise of the SDS in the early 1980s when the CIA started performing more of its work in the open. The development of mass surveillance technology allows for closer monitoring of participants.

Accelerated career progression

Involvement in these networks can result in a preternaturally fast career progression. The leaders of these networks may explain this as a result of fruitful training, although a competing explanation is found in the "Bilderberg wind" phenomenon, whereby their selection and successful graduation in itself is what marks them for rapid promotion. If people have multiple memberships, in particular, this is a strong hint that they may be an active deep state operative.

Exposure

The intense interest in the COVID-19 project raise interest in, and awareness of deep politics in general, and the WEF in particular. Scores, probably hundreds of their Global Leaders for Tomorrow and Young Global Leaders played important roles in all aspects of the event. On an initiative from Robert Malone, the Malone Institute produced a spreadsheet of all the publicly admitted members.[4]

Document:1968 Bissell Meeting“There is no doubt that some covertly funded programs could be undertaken overtly, Mr. Bissell thought. Often activities have been initiated through CIA channels because they could be started more quickly and informally but do not inherently need to be secret. An example might be certain exchange of persons programs designed to identify potential political leaders and give them some exposure to the United States. It should be noted, however, that many such innocent programs are more effective if carried out by private auspices than if supported officially by the United States government. They do not need to be covert but if legitimate private entities such as the foundations do not initiate them, there may be no way to get them done except by covert support to "front" organizations.”
