Thomas Edward Donilon is an American lawyer, government official and deep state operative who was the 23rd National Security Advisor in the Obama administration from 2010 to 2013.[1][2] Donilon also worked in the Carter and Clinton administrations, including as Chief of Staff of the U.S. State Department, and sat on the Steering Committee of the Bilderberg Group.

Per 2021, he is Chairman of the BlackRock Investment Institute, the global think tank of the biggest capital manager company in the world.[3]

Tom's brother Michael Donilon is Joe Biden’s chief strategist, and has been with him since 1981. In addition to advising the Biden campaign, Michael is also managing director of the Biden Institute at the University of Delaware. Tom and Michael have a third brother, Terry.
