Anders Fogh Rasmussen, Secretary General of NATO, was lobbying for expensive new weapons systems:
A true joint Euro Atlantic missile defense would demonstrate our collective will, not only to defend ourselves against the new threats of today and tomorrow, but also to shoulder the responsibility...And it would be an opportunity for Europe to demonstrate, again, to the United States that the allies are ready and willing to invest in the capabilities we need to defend ourselves....But I believe there is yet another reason for developing missile defense. President of the European Commission José Manuel Barroso wanted to "share" as much information as possible with the United States:
