José Manuel Barroso
José Manuel Durão Barroso is a Portuguese deep state actor with a political career apparently boosted by the CIA. Starting as a Maoist activist at the time when the CIA's Frank Carlucci was ambassador, he - unusually if he was a genuine red activist - received scholarships to Geneva and the deep state Georgetown University, and selected a Young Global Leader by the World Economic Forum in 1993. He became Prime Minister and participant in the 2003 invasion of Iraq, before he was placed as President of the European Commission (2004-2014),[1] member of Bilderberg Steering committee, and in 2021 CEO of the Global Alliance for Vaccines and Immunization (GAVI). He also received a well paid job as non-executive Chairman of Goldman Sachs International. He is a member of the Trilateral Commission.

Education
Durão Barroso graduated from the Faculty of Law of the University of Lisbon. Then, benefiting from a NATO grant[2], he moved to Geneva where he completed a Diploma in European Studies at the European University Institute, University of Geneva, and a Master's degree in Political Science from the Department of Political Science, Faculty of Economics and Social Sciences, University of Geneva.[3][4]
Barroso became politically active in his late teens, during the Estado Novo government in Portugal, before the Carnation Revolution of 25 April 1974. In his university days, he was one of the leaders of the underground Maoist MRPP.[5]
Professionally, Durão Barroso developed a brief academic career, teaching as an assistant at the Faculty of Law of the University of Lisbon.[6]
Later, after a brief time as part the government of Aníbal Cavaco Silva and the first candidacy for PSD leader, he stayed aat the Department of Political Science at Georgetown University in Washington DC, carrying out research work for a doctorate that he would never conclude.[4]
He was selected a Young Global Leader by the World Economic Forum in 1993.
Career
In December 1980, Barroso joined the right-of-centre PPD (Democratic Popular Party, later PPD/PSD-Social Democratic Party).
In 1985, under the PSD government of Prime Minister Aníbal Cavaco Silva, Barroso was named Under-Secretary of State in the Ministry of Home Affairs. In 1987 he became a member of the same government, elevated to Secretary of State for Foreign Affairs and Cooperation (answering to the Minister of Foreign Affairs), a post he was to hold for the next five years. In 1992, Barroso was promoted to the post of Minister of Foreign Affairs, until the defeat of the PSD in the 1995 general election.
In 1998 he graduated from the Georgetown Leadership Seminar.[7]
Prime Minister
In 1999 he was elected president of the PSD, succeeding Marcelo Rebelo de Sousa, and thus became Leader of the Opposition. Parliamentary elections in 2002 gave the PSD enough seats to form a coalition government with the right-wing Portuguese People's Party, and Barroso subsequently became Prime Minister of Portugal on 6 April 2002.
As prime minister he reduced public expenditure. His purpose was to lower the public budget deficit to a 3% target (according to the demands of EU rules).
In March 2003, Barroso hosted U.S President George W. Bush, British Prime Minister Tony Blair, and Spanish Prime Minister José María Aznar in the Portuguese Azores. The four leaders finalised the US-led 2003 invasion of Iraq. Under Barroso's leadership, Portugal became part of the "coalition of the willing" for the invasion and occupation of Iraq, sending non-combat troops.[8] On 30 January 2003, Barroso signed The letter of the eight supporting US policy on Iraq.[9] His career received full support from the White House.[10]
In 2002–2003, the Barroso government was looking to sell a significant stake in Galp energy as part of a broader privatization drive "to reduce the national deficit". The Carlyle Group was publicly identified as a primary suitor for a 33.34% stake in Galp. Frank Carlucci, then of the Carlyle Group, personally met with Portuguese officials, and his long-standing personal relationship with the Portuguese political elite was viewed by critics as providing Carlyle with privileged access.[11] It was following this scandal that Barroso left his post as Portuguese head of government to be selected President of the European Commission, by simple co-option and under Anglo-American pressure.[12]
During Barroso's term, the privatization of the state-owned aeronautical maintenance company OGMA was initiated. Carlyle was frequently cited in Portuguese media as an interested party due to Carlucci's background.
European Union
Barroso led the EU's largest-ever enlargement, where the union grew from 15 to 28 members, incorporating Bulgaria and Romania (2007) and Croatia (2013), following the 2004 expansion he inherited,[13] something that was strongly supported by the US.[14]
In an interview in June 2013, José Manuel Barroso described as "reactionary" France's desire to exclude the movie and music sector from the negotiations relating to the establishment of a transatlantic market.[12]
In 2012, the Commission launched a Regulatory Fitness and Performance Programme (REFIT), reducing labour and environmental protections under the pretext of reducing red tape.[15]
He accepted the Nobel Peace Prize for the EU in 2012.[16]
Barroso was a key architect in launching the Transatlantic Trade and Investment Partnership (TTIP) negotiations in 2013.[17][18]
Barroso tried to force through authorisation of GM crop varieties in the EU, against the will of a majority of Member States and consumers, claiming that a WTO ruling regarding EU legislation on GMOs put into question the right of the EU Member States to ban GMO.[19]
In 2014, Barroso held a speech about his vision for global governance — which he called "a new world order" to an audience at Yale School of Management. "G-20 has become the premier framework for balance, a forum for financial regulation and supervision — issues that before [could not] be discussed globally at all, Barroso said. "However, I believe it’s not enough."[20]
Later activites
In 2016, the Wall Street bank Goldman Sachs gave him a position as non-executive chairman.[21] This led to a petition accusing Barroso of morally reprehensible behaviour over his decision to join the US investment bank which helping the Greek government hide the extent of its budget deficit, as well as selling sub-prime mortgages, a trigger of the 2008 global financial crisis.[22]
In September 2020, the board of Global Alliance for Vaccines and Immunization (Gavi) appointed José Manuel Barroso as its new Chair, beginning in January 2021.[23][24]
