John Rutherford Allen is a retired US Marine Corps four-star General who attended Bilderberg/2015 while Special Presidential Envoy for the so-called "Global Coalition to Counter the Islamic State of Iraq and the Levant" (IS)[1]. In reality, the US and its allies were the covert architects of the Islamic State which was financed and supported covertly since before the outset of the proxy war in Syria in March 2011. The hidden agenda was not to defeat the IS but to destroy and destabilize Iraq and Syria as nation states.[2]

He has a heavy habit of attending various security fora like the Brussels Forum, Munich Security Conference, WEF/Annual Meetings and the Halifax International Security Forum.

Education

Allen graduated from the U.S. Naval Academy with the Class of 1976, receiving a Bachelor of Science degree in Operations Analysis. He is a 1998 graduate of the National War College. He holds degree in National Security Studies from Georgetown University, a degree in Strategic Intelligence from the National Defense Intelligence College, and in National Security Strategy from the National War College of National Defense University.

Military career

Following commissioning in 1976, Allen attended The Basic School and was assigned as a platoon and rifle company commander. His next tour took him to Washington, D.C. where he worked at the Marine Corps Institute and as a ceremonial officer.

Allen then attended the Postgraduate Intelligence Program of the Defense Intelligence College. He subsequently was a Marine Corps Fellow to the Center for Strategic and International Studies (CSIS). He was the first Marine Corps officer inducted as a Term Member of the Council on Foreign Relations.

Allen worked at The Basic School as director of the Infantry Officer Course from 1990 to 1992 and was subsequently selected by the Commandant of the Marine Corps Fellows Program, which provides "assignment to either a prominent national foreign policy/public policy research institution or to a national security studies program at a selected university".[3] He commanded The Basic School from 1999 to 2001, when he was selected in April 2001 to return to the Naval Academy as the deputy commandant.

Allen's first tour as a general officer was as the principal director of Asian and Pacific Affairs in the Office of the United States Secretary of Defense, a position he occupied for nearly three years. From 2006 to 2008, Allen was deputy commanding general of the Marines deploying to the occupation of Iraq, in Al Anbar Province. He became deputy commander of the U.S. Central Command from 15 July 2008 until 18 July 2011, at MacDill Air Force Base.[4] On 30 June 2010, Allen temporarily commanded Central Command after General David Petraeus left to assume command of the International Security Assistance Force in Afghanistan.[5] He was acting commander until General James Mattis took command on August 11.

ISAF

On July 18, 2011, Allen succeeded General David Petraeus as commander of the International Security Assistance Force (ISAF). He was nominated to take over the post of Supreme Allied Commander Europe (SACEUR) at NATO at the beginning of 2013; the decision on this appointment is regularly made by the US Senate.[6] On November 13, 2012, about a week after Barack Obama's election victory, US Secretary of Defense Leon Panetta announced that the appointment of the SACEUR would be postponed. Media reported that the Pentagon was investigating Allen's communication with a woman who was friends with Allen's predecessor, David Petraeus. Petraeus had resigned from his post as head of the CIA four days earlier.[7] Allen is said to have sent "inappropriate" emails.[8] Pentagon Spokesman George Little announced on January 22, 2013 that no immoral behavior had been found during the investigation.[9] Almost a month later, in mid-February 2013, Allen withdrew his candidacy for the SACEUR post[10].[Real story missing]

At the beginning of 2013, Allen recommended to the US government, according to the media, that about 6,000 to 15,000 soldiers be left in Afghanistan to secure the country in the event of a possible withdrawal of US forces after 2014.[11]

On 19 February 2013, U.S. President Obama accepted Allen's request to retire from the military as his "wife fell seriously ill".[12][Real story missing]

Later career

On 12 June 2013, Allen joined the Brookings Institution as a distinguished fellow.[13]

He attended Bilderberg/2015 while Special Presidential Envoy for the so-called "Global Coalition to Counter the Islamic State of Iraq and the Levant"[1]. On 4 October 2017, Allen was named the seventh president of Brookings, succeeding Strobe Talbott.[15]

Allen was a member of the Homeland Security Advisory Council until his appointment expired on 31 August 2020. In March 2022 he was reappointed to the Homeland Security Advisory Council[16][17]

On 8 June 2022, Allen was placed on leave at the Brookings Institution amid a federal investigation into his alleged role in an illegal lobbying campaign on behalf of the wealthy Persian Gulf nation of Qatar. He officially resigned from Brookings Institution on 12 June 2022.[18]

Activities

He coauthored a book Future War and the Defence of Europe with Ben Hodges and Julian Lindley-French of the Integrity Initiative.[19]
