Dominic Cummings was previously the Campaign Director of Vote Leave, the successful campaign advocating for the UK to vote to leave the European Union in the 2016 EU Referendum.[4] He also worked as Special Adviser to Education Secretary Michael Gove. In March 2019, he was found in contempt of Parliament for not appearing before the parliamentary committee inquiry into false news during the referendum campaign.[5]

On 24 April 2020, it was revealed that Dominic Cummings and Ben Warner, a data scientist he worked with on the Vote Leave campaign for Brexit, are on the Scientific Advisory Group for Emergencies (SAGE), the secret scientific group advising the government on the coronavirus pandemic.[15] 0n 29 April 2020 James Forsyth wrote in the Spectator that Cummings invited Demis Hassabis to dial in to a SAGE meeting.[16]
