Background
Peter Dale Scott is the son of Canadian poet and constitutional lawyer F. R. Scott and painter Marian Dale Scott, [3] he is known for his anti-war stance and his criticism of US foreign policy dating back to the Vietnam War.
Career
Scott received a Ph.D. in political science from McGill. He spent four years (1957-1961) with the Canadian diplomatic service. He briefly taught in McGill's political science department and spent four years (1957–1961) with the Canadian diplomatic service before joining the speech department of the University of California, Berkeley as a lecturer in 1961; since his nominal retirement in 1994 he has served as professor emeritus of English.[4] He was a committee member at Cynthia McKinney's Dissertation Defense in 2015.[5]
Research
Scott has earned a reputation for painstaking research and caution in his publications. He has been called a "virtuoso when it comes to what sometimes seems like grabbing smoke — capturing proof, however elusive, of motives and objectives that could explain the machinations of US intelligence agencies — and then analyzing the residue."[6]
Scott rejects the label of "conspiracy theory" and coined the phrase "deep politics" to describe his extensive investigations into the role of the deep state. Daniel Ellsberg commented about his book, American War Machine: Deep Politics, the CIA Global Drug Connection, and the Road to Afghanistan (2010), "I said of Scott's last, brilliant take on this subject, Drugs, Oil and War(2003), that 'it makes most academic and journalistic explanations of our past and current interventions read like government propaganda written for children.' Now Scott has written an even better book."[7]
The Road To 9-11 (2007), deals with historical and geopolitical context of the events of 9/11, and describes "how U.S. foreign policy since the 1960s has led to partial or total cover-ups of past domestic criminal acts, including, perhaps, the catastrophe of 9/11.[8]
An interesting aspect of Scott's work that combines both his investigating interests and his poetry is illustrated by Lobster Magazine article The Global Drug Meta-Group: Drugs, Managed Violence, and the Russian 9/11.
Publications
Scott has described his poem Minding the Darkness as his most important, though he concedes that "Like other long poems by older men. . . it toys dangerously with abstract didactic principles." Introductory matter to excerpts from Minding the Darkness.[9] The poem is intended as the culmination of a major poetic project of which Coming to Jakarta was the inception.

1951 | “The oil cartel or deep state initiated in 1951 a process [to remove Mossadeq from power] that the American public state only authorised [through the CIA] two years later” | 2015 | The American Deep State, CIA/Deep state control |
Bureaucracy | “Having worked briefly in the Canadian bureaucracy, I have observed that bureaucratic debate where power is involved tends to favor paranoid or worst-case analyses, especially those that justify budget and bureaucratic growth. Today's bureaucratic paranoia has indeed been institutionalized by what has been popularized as Vice President Cheney's 1% doctrine:- Even if there is just a 1% of the unimaginable coming due, act as if it is a certainty. It's not about our analysis, as Cheney said, it's about our response. Justified or not, fact based or not, our response is what matters. As to evidence, the bar was set so low that the word itself almost didn't apply. If there was even a 1% chance of terrorists getting a weapon of mass destruction, the United States must act now as if it were a certainty. This doctrine is a license for untrammeled expansion of the secret deep state.” | The Road To 9/11
Deep state/Supranational nature | “The complex milieu of Khashoggi, the BCCI, and the Safari Club can be characterized as a supranational deep state, whose organic links to the CIA may have helped consolidate it. It is clear however that decisions taken at this level by the Safari Club and BCCI were in no way guided by the political determinations of those elected to power in Washington.” | 2014 | Document:The State, the Deep State, and the Wall Street Overworld |
Far West | “There are two kinds of businesses: those which flourish from peace and the strengthening of law and those which require the opposite - zones of incessant chaos like Chechnya Colombia Afghanistan where drugs can be grown or trafficked under the watch of PMCs.” | 26 February 2006
Parastate | “The immediate concern of the United States was Europe, where it appeared that the French and Italian communist parties might be elected to power in 1948. From the beginning of the postwar era, Washington looked for assets and proxy armies of its own to combat the threat perceived from the Soviet Union and China. Some of these proxies like the the nationalist Chinese Kuomintang (KMT) troops in Burma or the Mafia's in Italy and Marseilles soon outgrew their US support to become de facto regional players or parastates, exhibiting some but not all of the properties of states in their own right. From 1945-1947, elements in the US army conspired to maintain contacts with former German anti-communists in Europe and their German army commander, General Reinhard Gehlen. 5 men were involved of whom 3 (William J. Donovan, Allen Dulles and Frank Wisner) were representatives of the Wall St. overworld and also of the New York Social Register which listed the members of New York high society. They were awaiting a new agency to succeed Donovan's Office of Strategic Services (OSS) and take over the Nazi's ethnic armies in Eastern Europe. But the idea of a centralised intelligence agency encountered fierce competitive opposition from the FBI's J. Edgar Hoover who was backed at first by elements of Army intelligence. Although it took 2 years to overcome their opponents, the Wall Street lawyers and bankers in Truman's administration succeeded in 1947 in establishing CIA, which would report to the president through the new National Security Council (NSC). This new agency, based on the precedent and personnel of the OSS had been urged on Washington by the War/Peace studies of the Council of Foreign Relations in the early 1940s. It was reinforced by a report commissioned in 1945 by Navy Secretary James V. Forrestal. The report was written by Ferdinand Eberstadt who like Forrestal was a private Wall Street banker from the investment bank, Dylan Reed. As CIA director Richard Helms narrates in his memoirs Allen Dulles, then a Republican lawyer in Sullivan and Cromwell in New York was recruited in 1946 to draft proposals for the shape and direction what was to become the new CIA. in 1947 Dulles promptly formed an advisory group of 6 men, all but one of whom were Wall St investment bankers or lawyers.” | The Road to 9/11
SDS/Exposure | “In recent years I have been talking about a dark force behind these events — a force which, for want of a better term, I have clumsily called a “deep state,” operating both within and outside the public state. Today for the first time I want to identify part of that dark force, a part which has operated for five decades or more at the edge of the public state.” | November 2011 | The Asia-Pacific Journal: Japan Focus |
The Road To 9-11 | “(Headed by Frank Wisner, OPC's) first project was an arrangement for the creation and support of right wing stay behind groups in Europe... Gregor Geannatini (?), one of the Italian authors of this Strategy of Tension... came to America in 1961 to lecture at the Naval War College on techniques and possibilities of a coup d'état in Europe. In March 1962 the Joint Chiefs of Staff prepared their own documents developing Geannatini's strategy. This was Operation Northwoods... The plan... called for innocent people to be shot on American streets. (00:45:05)” | 2007 | The Road To 9-11 |
US/Chamber of Commerce | “The chamber of commerce is really one of the most powerful lobbies in this country. It’s so powerful you almost never read about it. It’s one of those deep presences that rarely rise to the level of being written about in history.” | 2 December 2014
US/Deep state | “I join with those who assess the decay of the so-called Pax Americana into ever widening arms build-ups and military violence, in the light of the very similar decay a century ago of the so-called Pax Brittanica. We need to rescind policies that are as visibly detrimental to America and the world today as they were to Britain then. The problem is that Amnerican institutions are again in the grip of collective mania, as they were in the Palmer raids of 1919 and the McCarthy persecutions of the early 1950s. People outside government must work for a redirection of the U.S. government away from mania and illegality, like the awakening that ends the McCarthy era. But to regain control of politics, Americans must learn to understand and cope with the dark forces of the deep state. America, I try to suggest at the end [of The American Deep State] has like Britain far more to contribute to the world than violent power.” | 2015 | The American Deep State |
US/Deep state | “I have come to see that today's Congress itself is dominated by the deep state powers that profit from what I have called "America's Global War Machine." These so-called "statesmen" of America are as dedicated to the preservation of American dominance as were their British predecessors [a century ago].” | 2015 | The American Deep State |
US/Deep state | “When Eisenhower warned against the military-industrial complex, the values, institutions, and resources that comprised it were still subordinate elements in American society. Today it not only dominates both parties, but it is also financing threats to both of these parties from even further to the right.” | 2015 | The American Deep State |
