Victoria Jane Nuland is an American politician and former diplomat.
She was the Assistant Secretary of State for European and Eurasian Affairs at the United States Department of State under Obama. She was Vice President Dick Cheney's deputy national security adviser from July 2003 to May 2005. She is married to Robert Kagan, the co-founder of Project for the New American Century.
Joe Biden appointed Victoria Nuland as Under Secretary of State for Political Affairs in 2021.[1]

Victoria Nuland graduated from Choate Rosemary Hall in 1979, has a B.A. from Brown University and is married to neocon ideologue Robert Kagan, with whom she has two children, David and Elena. She is also the daughter of Yale professor Sherwin B. Nuland.
A career Foreign Service officer, Nuland was Principal Deputy National Security Advisor to Vice President Dick Cheney from July 2003 until May 2005, where she worked on 'democracy promotion' in Iraq, Afghanistan, Lebanon and the broader Middle East.

On February 6, 2014 a recording of a telephone conversation between Victoria Nuland and the US Ambassador to Ukraine, Geoffrey Pyatt about the Ukraine Coup, was broadcast on YouTube. Nuland was discussing with Pyatt her plans for the role of the Ukrainian opposition, and she notably remarked "Fuck the EU". She also identified opposition member Arseniy Yatsenyuk as the US preferred leader of the new government which was being prepared, a preferrence which was fulfilled a few weeks later. This has been largely ignored by the commercially-controlled media and attempts have been made to obscure the import of what was leaked.[2]
