The WEF's 2009 Annual Meeting was held in Davos, as usual. Only the "public figures" and some of the "business leaders" participating are known.[1][2]

Own words

In his opening remarks, Chairman Klaus Schwab outlined five objectives driving the Forum’s efforts to shape the global agenda, at the time of the 2008 economic crisis[3].

It included letting the banks that caused the crisis keep writing the rules, the climate change agenda, over-national government structures, taking control over businesses with the stakeholder agenda, and to "restore confidence".

Firstly, agreeing on a process of public-private consultations during 2009 on the reform of the international financial architecture involving World Economic Forum Financial Services Industry Partners, academic experts, and G20 finance ministries and central banks.[3]

Secondly, the international community focused attention on climate change and the urgent need for governments to agree on a successor to the Kyoto Protocol by the UN Climate Change Conference in Copenhagen in December 2009.[3]

Third, to start a year-long process to develop recommendations on how the structures and strategies of international cooperation should be updated to confront contemporary global challenges more effectively.[3]

Fourth, to improve the ethical value base for business as a constructive social actor. Launching a year-long initiative led by the Young Global Leaders (YGL) community to develop a model code of ethics and conduct for business and other leaders through consultations with all stakeholders, including experts on business management and ethics.[3]

Fifth, to restore confidence globally. German Chancellor Angela Merkel called for the creation of an international economic body similar to the UN’s Security Council to prevent future financial crises as well as a "new charter for the global economic order" that would enshrine core economic principles.[3]
