The European Stability Initiative (ESI) is a think tank mostly focusing on increasing migration into Europe.
ESI was behind the Merkel Plan, a "solution" to the 2015 European refugee crisis where hundreds of thousands of Syrian refugees would be accepted without question into Germany and other EU states with no number limit. It also regularly presents similar solutions to other migrant situations.

Background
The ESI came out of NATO-led efforts to transform South East Europe following the US-instigated war in Yugoslavia during the 1990.[2][3]
People
ESI Chairman is the Austrian sociologist Gerald Knaus. Knaus is also a closely connected to several of George Soros' foundations, including being member of the European Council on Foreign Relations (ECFR), and an Open Society Fellow.[2]
Own words
In recent years our team has laid the foundation for the EU-Turkey statement and continues to be at the heart of asylum policy debates in key EU member states, pushing ideas how the EU-Turkey statement can be better implemented, how the atrocious conditions in Libya can be addressed and – more generally – how Europe can develop a humane, yet effective asylum policy. We have consistently pushed for visa-free travel to the Schengen area, first for citizens of the Western Balkan countries, then also of neighbourhood countries. We continue these efforts for Kosovo and Turkey, whose citizens are the last Europeans not able to travel to most of Europe without visas.[3]
The Merkel Plan
ESI is the creator of the Merkel Plan, a "solution" to the 2015 European refugee crisis where hundreds of thousands of Syrian refugees would be accepted without question into Germany and other EU states with no number limit.[4] The situation had two deep political goals - firstly to weaken Syria by emptying it of young men; and secondly to further change the demographics of Europe by changing the population profile.
The authors of the ESI plan titled their plan as if it had come from the German Chancellor’s office and not from them. In addition to already taking more than one million refugees in 2015, Germany should "agree to grant asylum to 500,000 Syrian refugees registered in Turkey over the coming 12 months." In addition, "Germany should accept claims from Turkey...and provide safe transport to successful applicants…already registered with the Turkish authorities…" And finally, "Germany should agree to help Turkey obtain visa-free travel in 2016."[2]
In "return" refugees entering the EU by boat from Turkey would be returned. As of 2022, only 2,140 people have been returned to Turkey.[5]
Other activities
In 2018, ESI meddled in Polish internal politics, by demanding outside interference in changes to the Polish judicial system[6].
As a solution to the "Calais Jungle", where several tens of thousands migrants illegally cross into the UK each year, ESI suggested solution to essentially open the UK border fully. "46,000 crossed the Channel last year. We propose that France, Germany, and others now offer that they, not Rwanda, will take everyone back who crosses the Channel as soon as the UK has processed them. This will quickly stop all crossings. In return, the UK should agree to resettle 40,000 refugees or asylum seekers a year, over the next three years, who are now in these European partner countries."[7]
Funding
ESI is funded by an impressive number of deep state foundations and NATO foreign ministries.[8] George Soros' Open Society Foundations is probably the biggest.
