His father was of the family Høegh and his mother of Egeberg family, who descended from the English Westye Egeberg (1770-1830) who settled in Oslo around the year 1800 and became a large lumber trader, a booming industry at the time.

Career
Since 1974 he was employed by the family shipping company Leif Høegh & Co, which his father had started in 1927. His brother Ove Dines Høegh (born 1936) was head of the company until its collapse in 1982, which led to it moving out of Norway for tax reasons[3] from 1984 to 2003, Westye Høegh was chairman of the board.
In 2014 it became known that he and his brother Ove had transferred the company to their respective sons, namely Morten Westye Hoegh (born 1973) at its London office and Leif Ovesøn Høegh (born 1963).[4]
He was chairman of the board of the accredited registrar and classification society DNV.
