Background
İlter Türkmen was born in 1927 to Behçet Türkmen (1899–1972), who was head of the Turkish intelligence service Milli Emniyet Hizmeti (Turkish National Security Service / MAH) between 1953 and 1957. İlter Türkmen attended Galatasaray High School and then studied political science at Ankara University.
Career
In 1949 he became an attaché in the State Department and in the following years worked in the planning department, then at embassies in Cairo and Washington, D.C. In 1968 he became ambassador in Athens during the Cyprus crisis[1]. In 1972 he became Turkey's ambassador to the USSR.[2]
From 1975 to 1978 Türkmen was Permanent Representative of Turkey to the United Nations in New York and 1979/80 Special Representative of the UN Secretary General for Thailand,
After the military coup in Turkey in 1980, the National Security Council appointed him foreign minister in October 1980. Türkmen remained in office until a democratic government was formed after the 1983 parliamentary elections. From 1983 to 1985 he worked as Turkey's permanent representative at the United Nations in Geneva. From 1985 to 1988 he was again Permanent Representative of Turkey to the United Nations in New York.
In 1988 he became ambassador in Paris until he retired in 1991. Until 1996 he worked as Commissioner-General for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Middle East.
In 1995 he ran for the Milliyetçi Hareket Partisi MHP in Izmir Province for the Turkish Grand National Assembly, but was not elected. For a short time he taught at Galatasaray Universities International Relations Department. He also wrote columns on international politics for the Hürriyet until 2008.
He was the Chairman of the Foreign and Defense Policies Group of the Middle East and Balkans Studies Foundation.[3]
