David George Hamilton Frost, Baron Frost of Allenton, (born 21 February 1965) is a former Special Adviser who was Prime Minister Boris Johnson's Europe Adviser and Chief Negotiator of Task Force Europe, at the Cabinet Office.[1][2][3][4][5][6] David Frost was previously Special Adviser to Boris Johnson when he was Foreign Secretary.

On 18 December 2021, Lord Frost resigned from the government in protest at COVID-19 Plan B measures, and the climate change alarmism after COP26. In his resignation letter, Lord Frost praised Boris Johnson's work to implement the EU Referendum result, but added:

"Brexit is now secure. The challenge for the Government now is to deliver on the opportunities it gives us.

"You know my concerns about the current direction of travel. I hope we will move as fast as possible to where we need to get to: a lightly regulated, low-tax, entrepreneurial economy, at the cutting edge of modern science and economic change.

"We also need to learn to live with Covid and I know that is your instinct too. You took a brave decision in July, against considerable opposition, to open up the country again.

"Sadly it did not prove to be irreversible, as I wished, and believe you did too. I hope we can get back on track soon and not be tempted by the kind of coercive measures we have seen elsewhere."[7]

HM Diplomatic Service

David Frost spent most of his earlier professional career as a British diplomat, including as HM Ambassador to Denmark, EU Director at the Foreign and Commonwealth Office (FCO), and on secondment from 2010 to 2013 as Director for Europe and International Trade at the Department for Business, Innovation and Skills (DBIS).[8]

Post-diplomatic career

Frost left HM Diplomatic Service in 2013 to become CEO of the Scotch Whisky Association, a major trade association.[9] In 2016, he was admitted as a Liveryman of the Distillers' Company.[10]

Following the appointment of Boris Johnson as Secretary of State for Foreign and Commonwealth Affairs, Frost was taken on as HM Foreign Secretary's Special Adviser in November 2016,[11][12] serving until Johnson left post in July 2018.

In early 2019, Frost became CEO of the London Chamber of Commerce and Industry.[13] He has was also a public commentator on the European Union, global economic and commercial issues, and multilateral diplomacy, as a member of the Advisory Council of the EU think tank Open Europe, and as an advisor on Brexit to the devolved Scottish Government in Edinburgh.

National Security Adviser

On 28 June 2020, Prime Minister Boris Johnson announced he had nominated Frost for a life peerage and as UK/National Security Adviser, succeeding Sir Mark Sedwill.[14] The Financial Times reported that this was unpopular with military and security services, who felt Lord Frost was underqualified.[15]

However, on 8 September 2020, the PM's spokesman said the deputy NSA David Quarrey would take over on an acting basis when Sir Mark stepped down on 16 September 2020.[16] The new NSA Sir Stephen Lovegrove took over on 24 March 2021.
