Robert Rubin is Co-Chairman of the Council on Foreign Relations. He functioned as temporary CEO of Citigroup during the 2008 Financial Crisis, where he received more than $126 million in cash and stock options during his one month tenure.

He was referred to the Department of Justice for investigation due to his culpability in misleading investors as to the extent of Citi's involvement in subprime loans. He was never prosecuted for any wrongdoing.
