Ghislain Jean Maurice D'hoop is a Belgian diplomat with connections to the Royal Household.

Background

Ghislain D'hoop studied economics at the Katholieke Universiteit Leuven, European studies at the Université catholique de Louvain and international relations at the Institut des hautes études de défense nationale (IHEDN) in Paris, France. During his studies in Leuven he was chairman of the United Nations Association Leuven.

Career

In 1986 he served as a policy adviser to the Foreign and Commonwealth Office of the United Kingdom in European Political Cooperation. From 1987 to 1988 he was a policy adviser at the Secretariat of European Political Cooperation, in 1988 Second Secretary to the Permanent Representation to the European Union and from 1988 to 1992 First Secretary and then Counselor in London and at the same time Deputy Permanent Representative to the Western European Union. In 1992 he returned to the Ministry of Foreign Affairs, where he was spokesperson from 1992 to 1995. He was spokesman for Foreign Affairs during, among other things, the Belgian presidency of the European Council in 1993, King Baudouin's funeral in 1993 and the Rwandan crisis in 1994. D'hoop was Minister-Counselor in Rome from 1995 to 1997 .

From 1997 to 2013, D'hoop was an advisor to the King's Cabinet. He was diplomatic advisor to Prince Philippe from 1997 to 2000, deputy head of cabinet from 2000 to 2006 and diplomatic advisor to King Albert II and member of the board of directors of the Royal Household from 2006 to 2013.[1]

From 2013 to 2014 he was Secretary General at Foreign Affairs, from 2014 to 2018 Ambassador to Berlin[2] and since 2018 Ambassador to Vienna, also accredited to Bosnia and Herzegovina, Slovenia, Slovakia and the UN organizations in Vienna. He also was Governor of the International Atomic Energy Agency from August 2018 to September 2020 and Vice-President of its Board of Governors from September 2018 to September 2019. From January to July 2020, D'Hoop also was Vice-President of the UNODC's Commission on Narcotic Drugs, which he has chaired since December 2021.
