Avril Haines is a former Deputy Director of the Central Intelligence Agency and Deputy National Security Advisor, under president Barack Obama. She was central inn the inner group that created the Russiagate psychological operation. She participated in the notorious 2019 Event 201 pandemic exercise.

Family Background

Her father is Thomas Haines, an American author, biochemist and educator. He was a professor of Chemistry at City College of New York and of Biochemistry at the Sophie Davis School of Biomedical Education and is currently a Visiting Professor in the Laboratory of Thomas Sakmar at Rockefeller University. Haines attended the City College of New York, graduating in 1957. During that time he worked as live-in baby sitter for then-blacklisted American songwriter Jay Gorney and came to know many other blacklisted professionals including actors Zero Mostel, Paul Robeson, and Lionel Stander, philosopher Barrows Dunham, and Bella Abzug, then a young lawyer defending blacklisted artists and intellectuals at HUAC hearings.

Education and Official early CV

In 1992,Avril Haines graduated from the University of Chicago where she studied theoretical physics. In 1992, Haines moved to Baltimore, Maryland where she enrolled as a doctorate student at Johns Hopkins University. However, later that year, Haines dropped out and alongside her future husband David Davighi, purchased an auctioned bar in Fell's Point, Baltimore which had been seized in a drug raid; turning the former bar into an independent bookstore and café. (Her CV uses the curious phrase "while engaged in community service")

In 1998, she enrolled at the Georgetown University Law Center. Haines later received her Juris Doctor from Georgetown in 2001.

From 2001 until 2002, Haines was a legal officer at the Hague Conference on Private International Law. From 2002 until 2003, she served as a law clerk for United States Court of Appeals for the Sixth Circuit Judge Danny Julian Boggs.

From 2003 until 2006, Haines worked in the Office of the Legal Adviser of the Department of State, first in the Office of Treaty Affairs and then in the Office of Political Military Affairs.

From 2007 until 2008, Haines worked for the United States Senate Committee on Foreign Relations as Deputy Chief Counsel for the Majority Senate Democrats (under then-chairman Joe Biden). She then worked for the State Department as the assistant legal adviser for treaty affairs from 2008 to 2010.

White House and CIA

In 2010, Haines was appointed to serve in the office of the White House Counsel as Deputy Assistant to the President and Deputy Counsel to the President for National Security Affairs at the White House.

On April 18, 2013, Obama nominated Haines to serve as Legal Adviser of the Department of State, to fill the position vacated after Harold Hongju Koh resigned to return to teaching at Yale Law School However, on June 13, 2013, Obama withdrew Haines' nomination to be Legal Adviser of the Department of State, choosing instead to select her as Deputy Director of the Central Intelligence Agency. Haines was nominated to replace Michael Morell, the CIA's deputy and former acting director. The office of the deputy director is not subject to Senate confirmation, with Haines subsequently taking office on August 9, 2013.

Russiagate

Haines is one of the inner circle of group that invented and directed the Russiagate psychological operation, running a series of “deputies meetings” from July 2016 onwards, until closer to the election.

As Election Day approached Susan Rice, Avril Haines and White House homeland-security adviser Lisa Monaco convened meetings in the White House Situation Room "to weigh the mounting evidence of Russian interference and generate options for how to respond." At first, only four senior security officials were allowed to attend:CIA director John Brennan, Director of national intelligence James R. Clapper, Attorney General Loretta E. Lynch and FBI Director James B. Comey. Aides ordinarily allowed entry as “plus-ones” were barred. Gradually, the circle widened to include Vice President Joe Biden and others. Agendas were sent to Cabinet secretaries — including John F. Kerry at the State Department and Ashton B. Carter at the Pentagon.

Other

After leaving the White House, Haines was appointed to multiple posts at the Columbia University. She is a senior research scholar working on the Columbia World Projects. Haines is also a fellow at the Human Rights Institute and National Security Law Program at Columbia Law School.

Haines also serves on the bipartisan National Commission on Military, National, and Public Service, where her recommendations included including women in the military draft registration.

She is on a number of boards and advisory groups, including the Nuclear Threat Initiative’s Bio Advisory Group (close to the billionaire Ted Turner), the Board of Trustees for the Vodafone Foundation, the CIA-close Refugees International's Advisory Council, and the Advisory Board for Foreign Policy for America.

She is a Senior Fellow at the Johns Hopkins University Applied Physics Laboratory, a Nonresident Senior Fellow at the Brookings Institution and a member of the Encryption Working Group of the Carnegie Endowment for International Peace.

Haines is a co-chair at the Prevention of Genocide Advisory Group at the U.S. Holocaust Memorial Museum. (i.e pushing for humanitarian interventions)

She is a consultant for Palantir, a consultant for Fairfax Security Solutions and WestExec Advisors, and an international advisory board member at Tikehau Investment Management.

She is an advisory council member of the Network 20/20.
