Andrew Shearer is an Australian spook[1][2] who is "close to senior US officials".[3] He played a central role in the 2021 machinations around cancelling a $90 billion French contract for 12 submarines, in order to instead order 8 US nuclear submarines for $360 billion, to be ready by 2060, in what became known as AUKUS[4].

Career

Shearer has worked as political minister- counselor at the Australian embassy in Washington, D.C., where he impressed US officials, especially Richard Armitage (a "handler for Australia"), deputy secreatary of state for George W. Bush.[6]

Shearer previously worked as a national security adviser to prime ministers John Howard and Tony Abbott.[7]

In 2019 he was appointed Cabinet Secretary for prime minister Scott Morrison, a role that controls much of the business of the federal cabinet.[8]

Shearer has helped establish a new invention, the National Cabinet, made up of the nation's first ministers – the Prime Minister, premiers and territory leaders – to co-ordinate and deliver a robust and consistent national response to COVID-19.[3]

In December 2020 he was appointed director-general of the Office of National Intelligence, the highest positioned Australian intelligence agency.

He has also worked as a strategic advisor on Asia-Pacific security at the Centre for Strategic and International Studies in Washington, was once director of studies at the Lowy Institute for International Policy, and is listed as a fellow of at the Institute of Public Affairs.

"Highly regarded" in Washington, Shearer has been close to President Biden's national security adviser Jake Sullivan, and to Kurt Campbell (also a "handler for Australia").[9]

Shearer was a big supporter of elevating the Quad grouping among Australia, the US, Japan and India, arguing previously that "China's authoritarian leaders have no respect for weakness".[10]
