Volker Perthes is a German political scientist. He was director and Executive Chairman of the German Institute for International and Security Affairs (which was founded in 1962 under the direction of the CIA), and a member of the deep state Atlantik-Brücke. Perthes is frequently chosen as commentator in German state and corporate media on German and European foreign policy, international relations and geopolitics, as well as on the Middle East. He attended the 2007 and 2008 Bilderberg meetings.

Education

After studying political science at the University of Duisburg, Perthes received a graduate scholarship from the German Academic Exchange Service, with which he conducted research in Damascus from 1986 to 1987.[1] He received his doctorate in Duisburg in 1990.

Career

From 1991 to 1993, Perthes was an assistant professor at the American University of Beirut and then taught at the Universities of Duisburg, Münster and Munich.

Since 1992 Volker Perthes has been working for the German Institute for International and Security Affairs (SWP). The main task of the SWP is to advise the German Bundestag and the Federal Government on all issues of foreign and security policy. Until April 2005, Volker Perthes headed the Middle East and Africa Research Group, from October 2005 to September 2020 he was director of the SWP.[2] He continued to teach as an adjunct professor at the Humboldt University and as an honorary professor at Free University of Berlin until 2019.

In September 2015, Perthes was called by the UN Special Representative for Syria, Staffan de Mistura, to the UN talks for a peace process in Syria, initially as Assistant Secretary General/Senior Advisor to the UN Special Representative. Since October 2016, he has headed the Cease Fire Task Force (CTF). In January 2021, Perthes was appointed Special Representative of the UN Secretary-General for Sudan and head of the new UN mission UNITAMS.[3]

Due to the ongoing fighting in Khartoum and other cities, the UNITAMS mission under the leadership of Perthes moved to Port Sudan to continue its mission in a safer environment. On June 8, 2023, Sudanese general and de facto head of government Abdel Fattah Burhan declared Perthes, who was outside the country, an "undesirable person".[4] He was accused of encouraging the paramilitary Rapid Support Forces to take up arms against the Sudanese army.

After initially trying to carry out his job from outside the country, Perthes submitted his resignation on September 13, 2023. In view of the continuing military clashes in Sudan, he considered it impossible to effectively carry out his work from the outside.

Following his work for the United Nations in Sudan, Perthes was appointed in October 2023 as head of the independent strategic review of the United Nations Assistance Mission for Iraq (UNAMI), which was launched by Security Council Resolution 2682.[5]

Prior to his nomination for the UN in Sudan, Perthes was a member of a number of advisory boards, including the Shanghai Institute for International Studies (SIIS),[7] as chairman of the Scientific Advisory Board of the Finnish Institute of International Affairs (FIIA),[8] and the Robert Bosch International Advisory Council.[9]
