Background
Richard T. McCormack attended Georgetown University, receiving a B.A. in 1963. He then attended the University of Fribourg, Switzerland, receiving a Ph.D. in 1966.[3]
Career
In 1968, he helped "coordinate the Vietnam issue for Nixon in his ’68 campaign headquarters in New York".[1]
As a consultant to the White House Office of the Special Trade Representative, he analyzed potential international commodity agreements.
In 1981, Ted Shackley supported his application to become Director of Intelligence and Research at the State Department.[1]
In 1981, he received "a White House promise that he will be given the department's second-ranking economic policy job as soon as Myer Rashish quits the top-ranking State Department slot in that field".[4]
As the U.S. Ambassador to the Organization of American States, he received the superior honor award for outstanding sustained performance .[3]
Deep political connections
In an interview for The Association for Diplomatic Studies and Training Foreign Affairs Oral History Project, he describes his approach "I never had any interest in press attention. In fact for years, I tended to avoid the press. My desire was to cultivate relationships of trust with people who actually made our decisions." He later describes his attendance at and chairmanship of Le Cercle, though he does not mention it by name.[1]
"...I am flying to Austria where I am the Chairman of the U.S. branch of an informal organization that was set up 40 years ago to provide clear communications across the Atlantic. This organization includes retired senior officials from a number of governments of NATO countries. We meet three days a year in Europe, and three days a year here in the United States to discuss global affairs."
