Michel Noir is a French politician, former Member of Parliament, Minister of Foreign Trade, and mayor of Lyon. He attended the 1991 Bilderberg meeting. Convicted for financial crimes in 1996, he had to give up politics.

Education

Michel Noir is the son of Tony Noir (jeweler) and Rose Dreyer. He completed his studies at the Institute of Political Studies in Paris.[1]

Career

Between 1968 and 1972, Michel Noir was product manager and then commercial director of an aluminum subsidiary of the Brossette Péchiney corporation.

Between 1972 and 1978, he was an independent consultant in marketing and human relations.

Between 1977 and 1995, he was a municipal councilor of Lyon. In 1978, he became a member of parliament For RPR for Lyon. In 1979, he became national secretary of the RPR.

In March 1983, he tried, but narrowly failed, to win the mayoralty of Lyon from the outgoing candidate, Francisque Collomb. The same year, he became vice-president of the Rhône-Alpes regional council and vice-president of the Urban Community of Lyon. Between 1983 and 1989, he was deputy mayor, in charge of economic affairs.

Between 1986 and 1988, Michel Noir was Minister delegate in charge of Foreign Trade in the government of Jacques Chirac.

In May 1987, to protest against possible alliances with the Front National, he published an op-ed in Le Monde containing a phrase that has remained famous: "It is better to lose the elections than to lose your soul"[2].

In March 1989 he became Mayor of Lyon, sitting until 1995.

In 1990, he left the RPR and created the "United Force" movement with eleven other "renovators", including Philippe Séguin, Étienne Pinte, François Léotard, Alain Carignon, Michel Barnier and Michèle Barzach.[3] Michel Noir leads two other deputies in his spectacular resignation, with the aim of provoking by-elections. He and Jean-Michel Dubernard are re-elected in Lyon, but Michèle Barzach loses her by-election.[4]

Charges and conviction

In March 1993, Michel Noir was indicted by Judge Philippe Courroye, as part of the Botton case, his son-in-law Pierre Botton having been his campaign manager. Pierre Botton had set up string of front companies that allowed him, through the use of bank loans and systematic fictitious invoicing, to build up large real estate assets.

In 1996, he had to leave political life after his conviction on appeal, on January 10, 1996, to eighteen months in prison suspended and five years of political ineligibility for concealing abuse of social assets[5]. In 2003, he was definitively sentenced.[6]

Later activities

In 1998, he resumed his studies and prepared a doctorate in education sciences. In 2000, he created a company, "Scientific Brain Training" (SBT), specialized in innovative products intended to train and optimize memory, in the company of Doctor Bernard Croisile, neurologist, and Frank Tarpin-Bernard, computer scientist. In 2002, he defended a thesis under the supervision of Michel Develay, entitled The development of the cognitive skills of the child by the practice of the game of chess.[7] In 2005, SBT's turnover reached 1.8 million euros.
