The letter, after thanking the United States for "once again" taking the lead in defending the United Nations Charter, gets down to business: Biden must "take the overdue step" and ensure the "effective supply of F-16s to Ukraine".[2][3]

The letter identify accomplices in the war: Germany and ex-Chancellor Angela Merkel, who blocked Kiev's accession to NATO in 2008 and thus had "a heavy responsibility" on themselves. Ominously, the letter writers added: they "will be beware" of "again hindering" an accession.[2]
