Sarah Jane Halton is an Australian bureaucrat and deep state actor. In the early 2000s, she headed Australian PM John Howard's People Smuggling Taskforce, which was involved in the Children Overboard affair, the sinking of SIEV X killing 400 people, and other deadly incidents, and stonewalling a Senate inquiry afterwards.

She was on the board of the Bill Gates' funded Institute for Health Metrics and Evaluation, which has managed to create almost a monopoly on creating global health statistics. She was a participant in Event 201, the infamous dry run for Covid. In March 2020 was appointed to the executive board of the Australian National COVID-19 Coordination Commission.

Halton is a council member ASPI, a propaganda mill against China, and was on the board of Naval Group Australia, part of the leadership of the, at the time, largest military procurement in Australia's history.

Background

Halton was born in the UK. Ger father, Charles Halton, was recruited from Canada by the Whitlam government to lead the Department of Transport, where he became "transport czar".

Education

She has degree in psychology from the Australian National University. Her skills in this area was used throughout her career. She held a lecture in October 2021, ""Prevention, Preparedness, Politics and Pandemics. Where does Psychology fit?", stating that "In reality pandemic managment requires much more. Success or failure relies on speed of response, how ready we are, the engagement and compliance of citizens and global cooperation."

She earlier worked at the Australian Bureau of Statistics.

People Smuggling Taskforce

As then Deputy Secretary in the Department of the Prime Minister and Cabinet, Jane Halton was head of the People Smuggling Taskforce, a handpicked committee of top public servants and defence personnel to handle an influx of boats with asylum seekers into Australia The task force had as mission to intercept and deny entry to refugee boats off the Australian north-west coast. The campaign happened during an unprecedented heavy censorship of information regarding the navy’s activities.

The Children Overboard affair was the manipulation of a shipwrecking which occurred during the 2001 Australian federal election.In early October 2001, the government accused asylum seekers of throwing children into the ocean in an attempt to blackmail the Australian government into granting them asylum. Immigration Minister Philip Ruddock announced that passengers of SIEV 4 had threatened to throw children overboard. This claim was later repeated by other senior government ministers including Defence Minister Peter Reith and Prime Minister John Howard. Even when the government knew it did not occur, they continued to maintain it did.

The manufactured murder accusation, stated with a straight face and emotional tone by the government, was a highly efficient election ploy, and won the government a new term.

SIEV X sinking

SIEV X was the name assigned by Australian authorities to an Indonesian fishing boat carrying over 400 asylum seekers en route to Australia, which capsized in international waters with great loss of life on 19 October 2001.

While presented as an tragedy caused by greedy people smugglers, the real story is probably a carefully stage-managed psychological operation, including a deliberately foreseen sinking in a "disruption program", arranged by Indonesian proxies of the Australian government, in order to put pressure on the Indonesian government to make people-smuggling illegal.

Cover-up

No inquiry into the events surrounding the SIEV X sinking has been conducted, and no one has been held politically accountable, let alone charged with responsibility, for the multiple deaths. The details of the what happened those days are still highly classified. Jane Halton stonewalled a Senate inquiry into the event.

Department head

As if as a reward for her role as head of the People Smuggling Taskforce, Prime Minister John Howard appointed Jane Halton as Secretary of the new Department of Health and Ageing in January 2002. In 2012 the government announced an agreement enabling the Department of Defence and the Department of Health and Ageing to establish a Medical Countermeasures Consortium involving Australia, USA, UK and Canada. "The proposed Consortium will coordinate scientific research in developing medical responses across the defence, national security and public health sectors in our four countries" and "augment Australia’s ability to manage the consequences of pandemics, emerging infectious diseases, extreme natural hazards and incidents involving Chemical, Biological and Radiological (CBR) threats," said Minister for Defence Science and Personnel Warren Snowdon. Medical countermeasures include drugs, vaccines and diagnostic devices. Snowdon said a Whole-of-Government approach with international health and defence partners would help deliver this protection. Also of her possible influence is that the government in 2015 introduced a "No Jab, No Pay" policy, requiring jabs for children to receive public benefits.

When Halton moved on in 2014, she had held the position of department head (salary $500.000) longer than any other.

In June 2014, Halton was appointed Secretary of the Department of Finance. She emphasised the scope of work harnessing technology efficiently across government agencies into different platforms, in a drive towards a digital first "e-government" During this time, Halton was responsible for providing advice to government on issues including the administration of Medicare, the Pharmaceutical Benefits Scheme and private health insurance, and for implementing a $60 billion budget.

Later positions

Halton resigned from the civil service on 15 October 2016. After stepping down as Secretary, Halton was appointed to the board of the ANZ Bank and Vault Systems, "Australia's Secure, Sovereign, Hyperscale Cloud".

Halton was chair of the global Coalition for Epidemic Preparedness Innovations and in March 2020 was appointed to the executive board of the Australian National COVID-19 Coordination Commission, responsible for the pandemic "countermeasures"

In May 2020, Halton, as National COVID-19 Coordination Commissioner, pushed for a 'no jab, no play' policy to be adapted to adults, where people who refuse the Covid jab will be denied access to all public social programs

Military planning

Halton is a council member of ASPI and on the board of Naval Group Australia, and part of the leadership of the largest military procurement in Australia’s history. She is chair of the board of Vault Cloud.

Family

He husband Trevor Sutton is a high-ranking member of the Australian Bureau of Statistics, the same government body that calculates among other things birth statistics and excess deaths.
