Jörg Kukies is a German economist who has been State Secretary in the Federal Chancellery under Chancellor Olaf Scholz since December 2021. From 2018 to 2021 he was State Secretary in the Federal Ministry of Finance. Kukies attended the 2022 Bilderberg Conference in Washington, DC.

Education

Kukies first studied economics at the Johannes Gutenberg University Mainz and obtained, supported by a scholarship, in 1994 a Maîtrise diploma from the Université Paris 1 Panthéon-Sorbonne.[1]

Parallel to his studies, the SPD member was chairman of the Rhineland-Palatinate state association of Young Social Democrats (Jusos) in the early 1990s.[2]

With the support of a McCloy Scholarship (named after a CIA director), he completed postgraduate studies in public policy at Harvard Kennedy School from 1995, graduating with a Master of Public Administration in 1997. In 2001 he received his Ph.D. in Finance from the University of Chicago Graduate School of Business.

Goldman Sachs

Since 2000, he worked for Goldman Sachs in London, from 2004 to 2011 in the Frankfurt branch[3]. There he was responsible for the areas of Fixed Income, Equities and Structured Products, most recently as Deputy Head for Philip Holzer in the equities business. He was appointed Managing Director in 2006 and Partner in 2010. From 2011 he was back in London as Head of EMEA Equity Derivatives Sales. After becoming a partner at Goldman Sachs in 2010,[4] he took over the management of the German business with equities, fixed-income securities and derivatives from Philip Holzer. At the end of the same year, Kukies, together with Wolfgang Fink, became co-chairs of Goldman Sachs Germany and Austria, succeeding Alexander Dibelius.[5]

Guiding hand for Olaf Scholz

In 2018, the Federal Finance Minister in the Merkel cabinet, Olaf Scholz, brought him into his ministry as one of three new official state secretaries, where Kukies is responsible for Europe and the financial market. According to a Spiegel report, two days before Wirecard's insolvency, he urged the head of KfW IPEX-Bank Klaus R. Michalak in a telephone call to grant Wirecard a new loan.[6]

When Olaf Scholz took office as Federal Chancellor on December 8, 2021, Kukies became State Secretary in the Federal Chancellery. He is the head of the department for economic, financial and climate policy as well as the department for European policy and is also the German sherpa of the G7 and G20 summits.
