Eugenio Burzaco is an Argentine politician and spook. He was Secretary of Security from December 2015 to December 2019. He was previously Chief of the Metropolitan Police of Buenos Aires between 2009 and 2011, and National Deputy between 2005 and 2009.
He was selected a Young Global Leader by the World Economic Forum in 2006.
Background
He is the son of journalists Raúl Horacio Burzaco, founder of the now-defunct newspaper Tiempo Argentino, and Ewa Dziewanowska, of Polish origin. He is Bachelor of Political Science from the Universidad del Salvador.
Early Career
He was a security adviser to the former Neuquén province governor Jorge Sobisch when the academic Carlos Fuentealba was assassinated in 2007[1], and was a member of the service Secretariat of Intelligence during the presidency of Fernando de la Rúa.[2]
He chaired the think tank Fundación Pensar together with Julio Cirino, a former agent of the Intelligence Battalion 601, a death squad infamous for the "disappearances" during the dictatorship in the 1980s.[2] In 2010 he was summoned for questioning, along with other officials of the government of Mauricio Macri, for the case of illegal wiretapping involving the former head of government of the city of Buenos Aires.[3]
He took office in December 2009 as Chief of the Buenos Aires Metropolitan Police, being the first chief of that institution without any background in a police force. At the head of the Metropolitan Police, Burzaco was a defender of the use of Tasers.[2] In addition to the political confrontations within the Buenos Aires government in which he was involved, his management was clouded with the investigation into the "massacre of the Indo-American park"[4], a police operation that left two dead and five wounded. He directed the Metropolitan Special Operations Division of the Metropolitan Police, an assault squad known for its violent tactics.[5] All these events triggered his dismissal as head of the Metropolitan Police and the opening of a case for which he is being investigated by the justice system.[6]
In December 2011, after leaving the Metropolitan Police but not his militancy in Macri's PRO[7], he went on to serve as CEO of a private security company and head of security at Club Atlético River Plate.
Secretary of Security
In December 2015, President Mauricio Macri appointed him Secretary of Security, responsible for the National Security portfolio, replacing Sergio Berni[2]. In January 2016 he was denounced when both he and the Minister of Security Patricia Bullrich and his Buenos Aires counterpart, Cristian Ritondo, held a "secret" meeting with one of the convicted triple murderer Martín Lanatta.[8]
In 2016, as a result of the scandal known as Michettigate, prosecutor Ariel Lijo asked to investigate a group of foundations linked to the PRO targeted as possible sources of illicit financing for the party.[9][10] As a result of his case, the operation of other similar foundations of the PRO began to be investigated, such as Fundar Justicia y Seguridad of Eugenio Burzaco or Formar, which is directed by the Minister of Transport, Guillermo Dietrich.[11]
Also in 2016, still at the head of the National Security Secretariat, the Burzaco appears linked to the FIFA-Gate affair, for the payment of bail to obtain the release and house arrest for his brother Alejandro Burzaco from prison in the United States.[12][13] Secretary Burzaco contributed some 3 million dollars in cash and another 15 million in share certificates of the TyC Sports company itself, of which his brother Alejandro was CEO, and that it was the company from which the illegal commissions were paid to CONMEBOL and FIFA investigated by the North American justice system.[14]
In 2019 he was involved in the Stornelligate when a series of audio recordings were leaked that would compromise the prosecutor Juan Bidone and Eugenio Burzaco, accused of extortion on behalf of Carlos Stornelli. According to the leaked audios, they indicated a maneuver to collect bribes and money laundering to use prison inmates in private jobs[15]. In the recordings there appeared a business with Juan Bidone (Prosecutor of Buenos Aires), Eugenio Burzaco and a temporary personnel company to put prisoners to work for very low pay in companies that receive subsidies, for which the prosecutor charged a commission and Burzaco a bribe. Both the prosecutor and one of those involved shared a business with Secretary of Security Eugenio Burzaco. The maneuver consisted of giving Bidone the payroll of prisoners in conditions to make temporary releases, who could be hired for a tiny pay by that company. D'Alessio would charge a thousand pesos per head and would share it with Burzaco.[16]
In subsequent audio recordings, Burzaco's voice was heard debating with a head of the Buenos Aires province the destination of the sale of 300 kilograms of cocaine that, according to the leaked audios, had already been exchanged for sugar before being incinerated.
