Dr Margaret Chan Fung Fu-chun is a Chinese-Canadian physician who was Director-General of the World Health Organization.
Career
Chan had previously worked as Director of Health in the Hong Kong Government (1994–2003). Chan survived the transition from British colonial rule to Chinese]] rule in June 1997. Her profile was raised by her handling, in those positions, of the 1997 H5N1 avian influenza "outbreak" and the 2003 SARS "outbreak" in Hong Kong.[1]
She was representative of the WHO Director-General for Pandemic Influenza and WHO Assistant Director-General for Communicable Diseases (2003–2006).[2]
As Director-General of the World Health Organization, in 2009/10 she classified swine flu as a pandemic by lowering the criteria for declaring for a pandemic.[3] The following attempted lockdowns never got off the ground, but the event was a omen of what was to come with Covid.
Opinions
When asked by the film maker Lilian Franck for the documentary TrustWHO in 2015,[4] whether she considered stepping down from her position as director, Dr Chan confirmed the problem which the World Health Organization has - that private financing will come with strings attached.
“Lilian Franck: Important donor nations they want a weak WHO. One could even compare WHO to Titanic I would say. So isn't it your responsibility, Dr Chan, to step down before the end of your 2nd term, in order to signal to the world that your organisation, your ship, is sinking.
Margaret Chan: You ask an excellent question. If I tell you, WHO as an organisation, only 30 percent of my budget is predictable funds. Other 70 percent I have to take a hat and go around the world, to beg for money. And when they give us the money, they are highly linked to their preferences, what they like. It may not be the priority of WHO. So if we do not solve this, you know (hand gesture), we are not going to be as great as we were.”
