Willibald Pahr is an Austrian politician, diplomat and lawyer, and a member of Club 45. He attended the 1979 Bilderberg conference as Foreign Minister. He was President of the European Movement of Austria and Vice-President of the European Federalist Movement of Austria[when?].

Education

Willibald Pahr studied law at the University of Vienna and was a graduate of the College of Europe in Bruges.

Career

From 1952 to 1954 he was an assistant at the Institute of International Law and International Relations at the University of Vienna. Subsequently, he was a member of the Constitutional Service of the Federal Chancellery from 1955 to 1976, from 1968 as head of its international department and from 1973 as head of the Constitutional Service.

In 1976 he was appointed Minister for Foreign Affairs. He held this office as the fourth non-party member in a row until 1983, before becoming Austrian ambassador to (West) Germany from 1983 to 1985[1] (assigned to this by the Federal Chancellery). Pahr was then Secretary-General of the World Tourism Organization of the United Nations from 1985 to 1989[2], before being seconded in 1990 for the special use of the Federal Chancellor. Later, from 1991 to April 1995, he worked as a special representative for Refugee and Migration issues at the Federal Ministry of the Interior. Pahr retired in April 1995.

In addition, Willibald Pahr was, among other things, President of the Expert Committee on Human Rights of the Council of Europe, President of the International Cambodia Conference, Chairman of the Advisory Board of the International Center for Migration Policy Development, Vice-President of the International Institute for Human Rights (Institut René Cassin), member of the Governor- and the Executive Council of the European Cultural Foundation, member of the International Committee on the Elimination of All Forms of Racial Discrimination elected by the General Assembly of the United Nations, members of the Independent Commission for International Humanitarian Affairs, President of the European Movement of Austria and Vice-President of the European Federalist Movement of Austria[when?][3]. Willibald Pahr was President of the Association of Austria-Nordic Countries and Honorary President of the Foreign Policy and United Nations Association of Austria.
