The PropOrNot list, published in "An Initial Set of Sites That Reliably Echo Russian Propaganda", was part of the "Fake news website" campaign.
Origins
A lot of the list members are included in Zimdars list, which was published earlier by Melissa Zimdars.
George H. Elias charged in an OffGuardian article in May 2018 that "Propornot plagiarized their blacklist from spies for hire groups" and stated that the Atlantic Council were behind the list.[1]
