Background
Sārts attended the Riga 50 Secondary School, then the University of Latvia, NATO Defense College and the Swedish Institute for Defence Studies.[1]
Career
Since 1994, Sārts has been working at the Ministry of Defence where various positions are held. From 1999 to 2001, he was the bailiff of the Ministry of State, while the warning secretary Edgar Rinkēč was in training.[1] He also worked as a defence adviser to the Latvian representation in NATO and the European Union. He was appointed State Secretary of the Ministry of Defence on 4 November 2008. [3] announced in July 2015 to leave the post of State secretary. [4] That month he was appointed director of the NATO Strategic Communications Centre of Excellence in Latvia.

Sārts attended the 2018 Riga Stratcom Dialogue, also attended by Maria de Goeij of the Integrity Initiative.[2] Jānis Sārts attended the Bilderberg for the first time in 2019.
