Heinrich Neisser is an Austrian lawyer and former ÖVP (conservative) politician. He was second President of the National Council in the Austrian Parliament from 1994 to 1999. He attended the 1992 Bilderberg meeting as chairman of the ÖVP fraction in parliament. He is a member of the Trilateral Commission, and was chairman of the European Movement Austria.
Early life
After graduating from high school in 1954, Heinrich Neisser studied law at the University of Vienna. There he became a member of the Catholic student association K.Ö.St.V. Rudolfina Wien in the ÖCV. In 1960 Neisser received his PhD in law.
Career
He became a candidate judge and from 1961 to 1966 he was secretary in the Presidium of the Constitutional Court. In 1966 he became a civil servant in the Austrian Federal Chancellery. From 1974 to 1981 Neisser was head of a staff department at the Association of Austrian Industrialists. From 1981 to 1984 he was national manager of the Management-Club. In 1989, Heinrich Neisser became honorary professor of political science at the University of Vienna.[1]
Politics
Neisser's political career dates back to the late 1960s. From 1969 to 1970 he was State Secretary in the Federal Chancellery, from 1987 to 1989 Federal Minister for Federalism and Administrative Reform in the Federal Government of Vranitzky. In the period immediately before and after his ministerial post, he was a member of the lower chamber of Parliament, the National Council (1975-1987 and 1989-1999), including chairman of the ÖVP fraction from 1990 to 1994 and second President of the National Council from 1994 to 1999.[2]
Other connections
Since retiring from active politics in 1999, he has been researching the history and politics of European integration, especially the European Union, at the University of Innsbruck. From the winter semester 1999/2000 until the end of 2007 he also held the Jean Monnet Chair at the Institute for Political Science at the University of Innsbruck (the subject of research and teaching of this chair is the politics of European integration).[3]
Heinrich Neisser was President of the Austrian Research Foundation (ÖFG) from1989 to 2013, he is Chairman of the Board of Trustees of the Institute for Advanced Studies (IHS) and President of the Austrian-Korean Society. Neisser is also chairman of the European Movement Austria (EBÖ)[4], the Austrian Council of the International European Movement (IEB) based in Brussels and chairman of the association Initiative Majority Voting Law and Democracy Reform.
In 2004 he was honored as an "honorary citizen" by the former private Austrian IMADEC University.[5]
