Shearer has worked as political minister- counselor at the Australian embassy in Washington, D.C., where he impressed US officials, especially Richard Armitage (a "handler for Australia"), deputy secreatary of state for George W. Bush.[5]
Shearer previously worked as a national security adviser to prime ministers John Howard and Tony Abbott.[6]
In 2019 he was appointed Cabinet Secretary for prime minister Scott Morrison, a role that controls much of the business of the federal cabinet.[7]
Shearer has helped establish a new invention, the National Cabinet, made up of the nation's first ministers – the Prime Minister, premiers and territory leaders – to co-ordinate and deliver a robust and consistent national response to COVID-19.[3]
