Benschop as state secretary for foreign affairs was already facing scrutiny for the leading role of Rotterdam and Schiphol Airport in the drug trafficking. Benschop was send to Italy in 2000 after calls from Italy (suffering from a surge of Dutch XTC related deaths), after his Italian counterpart Brutti called for the Netherlands to be kicked out of the Schengen agreement which granted free travel of people between the European countries.[3]
