Erwin Teufel is a retired German politician. He attended the 1991 Bilderberg meeting as Minister-President of Baden-Württemberg. Teufel represented Baden-Württemberg on the European Committee of the Regions (CoR) from 1994.[1] Between 2002 and 2003, he also represented Germany's federal states in the Convention on the Future of Europe.[2]

Education

Teufel grew up as the son of a farmer in Zimmern ob Rottweil. He completed an apprenticeship for the higher administrative service, which he completed in 1961 with the state examination as an administrative economist.[3] With the conversion of the Haigerloch School of Administration into an administrative university of applied Sciences in 1971, graduates were subsequently awarded the academic degree in laws as well as public management (Diplom-Verwaltungswirt).

Career

Teufel was a founding member of the CDU youth division Junge Union in his home district of Rottweil and was its district chairman from 1964 to 1965. From [[1973] to 1991 he was chairman of the CDU district association of Southern Baden and from 1991 to 2005 he was state chairman of the CDU in Baden-Württemberg. From 1992 to 1998 he was also deputy federal chairman of the CDU. Teufel was a member of the State Parliament of Baden-Württemberg from 1972 to 2006. Here he was chairman of the CDU parliamentary group from 1978 to 1991.[3]

From 1964 to 1972 Teufel was mayor of Spaichingen. At the time of his election, he was only 25 years old, making him the youngest German mayor at the time. His brother Albert Teufel succeeded him as mayor of Spaichingen. From 1972 to 1974 he was then political state secretary in the Ministry of the Interior and from 1974 to 1978 State Secretary for Environmental Protection of the state government of Baden-Württemberg headed by Hans Filbinger. After the resignation of Lothar Späth, Teufel was elected Prime Minister of Baden-Württemberg on January 22, 1991.

After the CDU had to accept significant losses and the loss of the absolute majority in the 1992 state election, a grand coalition with the SPD was formed under his leadership. After the 1996 state election, the CDU was finally able to enter into a coalition with the FDP, which was also confirmed in the 2001 election. From November 1, 1996 to October 31, 1997, Teufel was the regular president of the German Federal Council. From 1995 to 1998 he was also the German Plenipotentiary for cultural affairs within the framework of the Treaty on Franco-German Cooperation.[3]

After prolonged internal party disputes, Teufel announced on October 25, 2004 that he would resign as Prime Minister of Baden-Württemberg on April 19, 2005. The former CDU parliamentary group chairman Günther Oettinger was therefore elected as the new Prime Minister on 21 April 2005.

Other positions

Erwin Teufel was a member of the German Ethics Council from 2008 to 2012. In addition, he is a member of the board of trustees of the ProChrist Association, the Eugen Biser Foundation Munich and the Documentation and Cultural Center of German Sinti and Roma[4], as well as an advisory board member of the Association Against Forgetting - For Democracy and on the scientific advisory board of the International and Interdisciplinary Theology Research Center.[5] Until 2008 he was a member of the Central Committee of German Catholics. He was also president of the Franco-German Institute in Ludwigsburg[6], and a member of the Convention for Germany and, between 2011 and 2016.
