Background
Howell was educated at Eton College, before entering King's College (Cambridge).
Career
He went to work in HM Treasury joining the Treasury Economic Section from 1959 to 1960.
Deep political connections
He gave a short speech at a dinner in honour of the meeting of Le Cercle in Belgrade, Serbia on June 18, 2004.[1]
