Hoover spent over 3 decades in charge of the FBI, nominally primarily a crime-fighting agency, but in practice an effective information gathering apparatus to collect information for a variety of purposes.
In 1936, US President Franklin Roosevelt told FBI Chief J. Edgar Hoover that he was interested in "obtaining a broad picture" of communist and fascist movements in USA. Hoover took this as authorization to launch a large programme of surveillance of US citizens it interest, which he was to exploit widely for purposes of blackmail.[1] He was an accomplished and feared blackmailer who collected material not only on criminals but on anyone he deemed might be useful, including political dissenters, activists and political leaders.[2]

Mark Gorton suggests that Edgar Hoover was a key perpetrator of the JFK Assassination and in the subsequent cover-up, writing that "with RFK as attorney general, J Edgar Hoover of the FBI could no longer protect the mob."[3]
