| Deep state groups are very similar to to the legal definition of conspiracy: An agreement between two or more persons to engage jointly in an unlawful or criminal act, or an act that is innocent in itself but becomes unlawful when done by the combination of actors. |
Deep state groups are organs of the deep states which comprise the supranational deep state. The term is used here as a catch all to describe groups which play an unknown role in the deep state.

Character
Deep state groups tend to be hierarchically organized, not democratic, where strong, rich and powerful leaders set the agenda and decide who can join.
The groups also are undemocratic in that the population is never or only rarely given a glimpse of the behind the scene machinations to maintain power.

Many deep political groups have created formal public-facing structures for recruitment. The most important deep state recruitment network known today is the WEF's Young Global Leaders/Global Leaders for Tomorrow programme, which has seen thousands since its first, particularly influential 1993 intake. Well over a hundred were involved in COVID.

Deep state factions work together and vie for power, underneath the veneer of party politics. One historically important group was the Suite 8F Group which was involved in the JFK assassination, probably in conjunction with The Georgetown Set and the Israeli deep state. The ability to successfully assassinate and replace a head of state is of course the ultimate de facto test of a deep state's abilities.
A more recent example from the UK, pretty well documented on this site, is the Integrity Initiative, which was exposed by a series of leaks.

A deep state milieu is a group where deep state operatives can meet - generally in secret - to discuss common concerns and coordinate to seize or maintain power. Two very important deep state milieux that are well documented on this site are Le Cercle and the Bilderberg.
Hit squads
Clandestine hit squads are important for the maintenance of deep states. Operation 40 was used for the JFK assassination, among others. They used to be routinely used to remove prominent dissidents to official narratives surrounding deep events such as the JFK assassination, the HSCA, Iran-Contra, 9-99, 9-11, although increasingly such assassinations risk the Streisand Effect. Journalists, researchers as well as COVID dissidents and several national leaders are on the list of COVID-19 premature deaths.
Exposure
As of 2024 the language used to describe deep state groups is still fluid, due to lack of exposure and discussion of deep politics.
