Ruth Maria Kelly is a former British Labour Party politician, serving as Member of Parliament (MP) for Bolton West from 1997 until she stood down in 2010. Previously, she served as the Secretary of State for Transport, Secretary of State for Communities and Local Government, Minister for Women and Equality and Secretary of State for Education and Skills, serving under both Gordon Brown and Tony Blair. After politics she was rewarded with a job for the bank HSBC.

Kelly served as Secretary of State for Communities and Local Government from May 2006 to June 2007.

In an October 2006 speech, Kelly called for "a fundamental rebalancing of our relationship with Muslim organisations from now on":

Since taking up my post, I have actively sought to develop relationships with a wider network of Muslim organisations, including those representing young people and women.

In future, I am clear that our strategy of funding and engagement must shift significantly towards those organisations that are taking a proactive leadership role in tackling extremism and defending our shared values. It is only by defending our values that we will prevent extremists radicalising future generations of terrorists

The move was seen as a snub to the Muslim Council of Britain.

HSBC

After standing down at the 2010 election, Kelly joined HSBC's strategy unit. She sat on the board of National Grid, which "own the high-voltage electricity transmission system in England and Wales and operate the system across Great Britain.
