Alton Jones Foundation from 1990 to 2001. In the 1960s, the Foundation was linked to the CIA, where it functioned as a front for the secret disbursement of funds.[1]

While working at the W. Alton Jones Foundation, he dealt with the Indian nuclear program, among other things, and published the book India's Nuclear Bomb: The Impact on Global Proliferation in 1999.

During this time, he received a Ph.D. in Foreign Policy at the University of Virginia in 1997.

He has been a member of the National Academy of Science's Committee on Arms Control and International Security, the Council on Foreign Relations Task Force on Nuclear Policy, and was a principal adviser to the International Commission on Nuclear Nonproliferation and Disarmament.[2]
