Background
Philippe Serge Yves Jaffré was born on March 2, 1945 in Charenton-le-Pont in the Val-de-Marne of the marriage of Yves-Frédéric Jaffré, lawyer, and Janine Alliot. He is the brother of the political analyst Jérôme Jaffré.[2]
He completed his secondary studies at Massillon School, then at Saint-Louis High school. He attended the Institute of Political Studies (Sciences Po) in Paris. He obtained a law degree. In May 1968, he was secretary of the Student Council of Sciences Po, from which he graduated in 1968. He studied at the ENA, (with classmates including Laurent Fabius and Daniel Bouton), from which he graduated in 1973[3].
Career
As mandatory service after ENA, he chose the finance inspectorate at the French Ministry of Finance. In 1977, he obtained a position as head of mission at the Treasury department, before becoming secretary general of the Interministerial Committee for the development of industrial structures 1978-1979.[4]
In 1979, he joined a ministerial cabinet under René Monory, then Minister of Finance[3].
In 1984 and 1985, he became deputy director of investments at the Treasury department. He was entrusted by Prime Minister Édouard Balladur to conduct the privatizations decided by the government.
In 1988, the Treasury department eluded him in favor of Jean-Claude Trichet. He joined the Banque Stern for three months before becoming general manager of the CNCA (National Credit Union of Agricultural Credit), a position he held until 1993.[5]
In 1993, he became CEO of Elf Aquitaine succeeding Loïk Le Floch-Prigent. He is appointed by Édouard Balladur who instructed him to privatize the group. In 1994 the Elf corruption affair was exposed. In 2000, TotalFina bought Elf and Philippe Jaffré resigned. He then benefited from a golden parachute consisting of severance payments and stock options.[6]
He then invested, as Chairman of the Supervisory Board, in the Internet Bank Zebank, which turned out to be a financial failure despite, in his own words, "an undeniable technical and commercial success".
In 2002, he became an advisor to Pierre Bilger (CEO of Alstom). He kept this position when Patrick Kron became CEO before being chief financial officer and then executive vice-president of the group, a position he held at his death.
Publications
In 2006, he published a novel, The Day when France went bankrupt, whose purpose is to warn against an uncontrolled increase in French debt and its catastrophic consequences.
Death
He died on September 5, 2007 due to cancer, at the age of 62.[3]
