José Luis Arnaut is a Portuguese politician and corporate lawyer who attended the 2017, 2022 and 2023 Bilderberg meetings.

Education
At the age of 24 he completed his law degree at the University of Lisbon.[1]
He completed his law internship at Pena, Machete & Associados, of which Rui Pena and Rui Machete were partners, and was admitted to the Portuguese Bar Association in 1991. Also in 1991 he obtained the Diploma of specialized studies in Industrial property from the Robert Schumann University (Strasbourg), following which he was admitted as an agent of the European Patent Office and the Office for Harmonization in the Internal Market in 1992.
Corporate lawyer
He dedicated his career to law, also working for PMBGR - Pena, Machete, Botelho Moniz, Nobre Guedes, Ruiz & Associados, between 1999 and 2002. In the last of these years he was one of the founding partners of Rui Pena, Arnaut & Associados, a company that in January 2012 joined the largest European Organization of law firms, CMS, giving rise to CMS Rui Pena & Arnaut, where Arnaut is the current Managing Partner, as well as a member of the Executive Committee of CMS Legal, the sixth largest European law firm.[1]
He was also vice-president of the National Association of young Portuguese lawyers, between 1994 and 1998.
The government of Aníbal Cavaco Silva appointed Arnaut as administrator of the Lisbon 94 Society-European Capital of Culture, responsible for organizing this event in the capital, in 1994.
He collaborated, as a guest professor, in the postgraduate course in Industrial Law of the Faculty of Law of the University of Lisbon, taught in the years 1999-2000, 2007-2008 and 2009-2010.
He was part of a dubious airport deal in Serbia in 2021, including with organized crime figures[2].
Political career
An activist of the Social Democratic Party (PSD), he was elected deputy to the Assembly of the Republic in 1999, sitting until 2011. He twice assumed government functions, with José Manuel Durão Barroso and Pedro Santana Lopes; in the first as Deputy Prime Minister, having, among others, the responsibility for Sports and Youth - between 2002 and 2004; and in the second of Cities, Local Government, housing and Regional Development, from 2004 to 2005.
In 2005-2009 and in 2009-2011 he chaired the parliamentary committees on Foreign Affairs and National Defence, respectively. He was a member of the NATO Parliamentary Assembly, where he was a member of the Standing Committee and the political committee of the Parliamentary Assembly. He was a member of the political committee and Chairman of the Committee on Rules of Procedure Privileges of the WEU Parliamentary Assembly. He was a member of the Parliamentary Assembly of the Council of Europe. Between 2009 and 2010 he was also chairman of the political sub-committee on sport and youth of the Parliamentary Assembly of the Council of Europe.
Within the PSD he was a supporter of the leadership of Marcelo Rebelo de Sousa and chosen by him to coordinate the National Political Commission, between 1996 and 1998. With José Manuel Durão Barroso, who also supported him, Arnaut was elected secretary general of the PSD, a position he held between 1999 and 2004. With Santana Lopes he assumed one of the vice-presidencies of the National Political Commission, between 2004 and 2005. He was president of the PSD's International Relations Commission, between 2008 and 2010, under the leadership of Manuela Ferreira Leite.
He was also Administrator of the Francisco Sá Carneiro Institute for the Development of Democracy 1996-1998 and 2005-2008. He was a member of the Political Bureau of the EPP - European People's Party between 1998-2005 and 2008-2011.
As Deputy Minister to the Prime Minister, José Luís Arnaut headed the organization of the Euro 2004 football tournament that took place in Portugal. Considered primarily responsible for the success of the event, José Luís Arnaut would be invited, the following year, by the Sports Ministers of the five countries with the biggest leagues in Europe: - England, France, Italy, Germany and Spain, on the proposal of the British presidency of the Council of the European Union, to chair a study on the preservation of the European model of sport, which aimed to standardize legislation on this matter among the 47 member countries. The report "Independent European Sport Review", prepared by José Luís Arnaut and which brought together renowned European experts, was unanimously approved by the Parliamentary Assembly of the Council of Europe and in May 2006, the document was presented to the government, the British Parliament and the [[European Commission], which created the necessary conditions for the launch of a White Paper on sport in July 2006.[1]
Other positions
He became a member of the Advisory Board of the European Monitoring Centre for Infringements of Intellectual Property Rights of the Office for Harmonisation in the Internal Market in December 2012. He was a member of several international associations related to his area of professional practice, in which he has held prominent positions (INTA - International Trademark Association, AIPPI - Association Internationale pour la Protection de la Propriété Industrielle, FICPI - Fédération Internationale de Conseils en Propriété Industrielle, ECTA - European Communities Trade Mark Association and PTMG - Pharmaceutical Trade Marks Group); member of the ABA - American Bar Association since 1996.[3]
He was a member of the Conseil des Sages of the Foundation-Doha Freedom of Information Center, chaired by Her Royal Highness Sheikha Mozah of Qatar, since 2008. He was president of the subcommittee LIDE law and Justice since April 2012; He became President of the General Assembly of the Portuguese Football Federation in December 2011; President of the Portugal-Qatar Friendship Association in April 2009. He is a member of the Board of Directors and an advisor to several companies.[4]
In 2014 he was appointed one of the 18 members of the "International Advisory Board" of the US Bank Goldman Sachs, where he was at the origin of the decision to finance Banco Espírito Santo with 680 million euros, weeks before the bank was subject to government intervention, which culminated in the loss of the value of this loan.[5]
