Whether a European deep state currently exists as such is a matter of conjecture.

At the end of World War II, the UK and US Deep states set up Operation Gladio, which was an import locus of control over various deep states, most clearly the Italian Deep state and Turkish Deep state.

Le Cercle was started in the early 1950s, shortly followed by the Bilderberg.

More modern European deep state milieu include the Club de Berne which Fedricio Umberto D'Amato claimed to have founded (in the Operation Gladio film).
