Rodrigo Duterte, President of The Philippines, fulfilled a campaign promise by launching a "war on drugs" in 2016, in which thousands of people were killed. In 2017, stating that he could no longer trust law enforcement agencies, claiming that drugs threatened national security, he suggested using the Armed Forces of the Philippines.[1]
