Career

In 1990, Seguro was elected general secretary of the Youth Organization of the Portuguese Socialists (PS).[1] He held this position until 1994. From 1991, Seguro was also a member of parliament. From 1999 to 2001, Seguro was a member of the European Parliament, where he co-authored the European Parliament report on the Treaty of Nice and the future of the European Union. Seguro held positions in both the António Guterres I and António Guterres II cabinets, in the latter he was Deputy Prime Minister.

From 2002 to 2004 he headed the Office for Scientific Investigations of the Socialist Party, after which he was re-elected to parliament. he headed the socialist group and was chairman of the parliamentary committee on education and science. In the next legislative period, he was chairman of the Committee on Economics, Innovation and Energy.[2]

After the resignation of José Sócrates, the delegates of the party elected him on July 24, 2011 with 67.98 percent of the votes as the new general secretary, in the rank of chairman. His only competitor, Francisco Assis, received 32.02 percent of the vote.[3]

Due to an internal party ballot of the PS members, Seguro had to hand over the title of PS General Secretary to his competitor António Costa in the spring of 2015.

Since 2023, Seguro has been gradually approaching politics again, and stated that he was "" perplexed" with the path of the country then led by António Costa (PS). There was a strong probability that he would run for 2026 presidential election, after Pedro Nuno Santos mentioned him as a "good name". Since November, 2024 he was given a comment space on CNN entitled 'Liberdade' in which he talks about current political affairs. The program was seen as another sign a candidacy for president.[4][5][6][7]
