Education

Helgesen was born in Bodø, and grew up in Vestfold. He graduated in law from the University of Oslo in 1998.

Career

He was a member of board of the Conservative Youth 1989-1991. In 1994, he also led the Conservative Party's campaign ahead of the referendum on Norwegian EU membership, and other party activities.

In 1999, he was admitted to the foreign ministry's aspirant course.

He was special adviser to the International Red Cross in Geneva 1998-2001 and state secretary in the Ministry of Foreign Affairs 2001-2005, where he worked with Erik Solheim to contribute to the peace process in Sri Lanka.[1]

Helgesen was secretary general of the International Institute for Democracy and Electoral Assistance (International IDEA) in Stockholm from 2006 to 2013.[2]

From October 2013 to December 2015 he was minister and chief of staff at the Office of the Prime Minister, responsible for EEA Affairs and Norway's relations with the EU.[3] A month into his tenure, he presented the government's strategy to keep Norway visible in the European Union.[4]

Helgesen was appointed Norwegian minister of climate and environment in Erna Solberg's government in December 2015.[5]

Helgesen was among the guests invited to the state dinner hosted by U.S. President Barack Obama in May 2016, which was in honor of Solberg and other Nordic leaders Lars Løkke Rasmussen, Sauli Niinistö, Sigurður Ingi Jóhannsson and Stefan Löfven at the White House.[6]

He became director of the Swedish Nobel Foundation in January 2021.[7] In November 2023, he was appointed head of the Intergovernmental Oceanographic Commission of UNESCO .[8]
