Yongtu Long is a Chinese economist educated at London School of Economics who played a key role in integrating China into multilateral and global trading arrangements[1][2].
As Chinese Vice Minister of Trade responsible for trade negotiations, multilateral economic and legal affairs, he was the Chief Chinese negotiator on the General Agreement on Tariffs and Trade (GATT) and China’s accession to the World Trade Organisation. He led the first Chinese delegation to the OECD in Paris in January 1995 and established the relationship of dialogue partner with the organization and participates in APEC.
Highly unusual for Chinese citizens, he attended the 2004 Bilderberg conference.
Career
He grew up in Guiyang, Guizhou. he studied at the Foreign Language Department of Guizhou University. After graduating in 1965, he worked in the Ministry of Foreign Affairs. In 1973, he went to the London School of Economics and Political Science to study international economics. He was Chief negotiator of China's WTO accession negotiations.
Since 1978, he has worked in the Chinese Mission to the United Nations, the United Nations Development Program, and the China International Economic and Technological Exchange Center.
In 1992, he was appointed Director of the Department of International Economic and Trade Relations of the Ministry of Foreign Trade and Economic Cooperation. In April 1994, he took office as Assistant Minister of Foreign Trade and Economic Cooperation and was in charge of the negotiation of China's accession to the WTO. In February 1997, he took office as Vice Minister of Foreign Trade and Economic Cooperation and was promoted to Chief Negotiator, responsible for trade negotiations and multilateral economic and legal affairs.
In early 2003, he resigned from the post of Vice Minister of Foreign Trade and Economic Cooperation and became the Secretary-General of the NGO BOAO Forum for Asia (BFA) which has as official goal to cultivate entrepreneurship among Chinese businessmen and help China further integrate itself with the world economy.
At the end of 2003, he was named CCTV's 2003 Economic Person of the Year.
