Oracle Corporation is an American multinational computer technology corporation headquartered in Austin, Texas. (before December 2020, in Redwood, California). Oracle has always had significant connections to the national security industry.[1] The company sells database software and technology, cloud engineered systems, and enterprise software products—particularly its own brands of database management systems. In 2019, Oracle was the second-largest software company by revenue and market capitalization. CIA liaison and co-founder Larry Ellison was reported to be the best friend of Elon Musk[2][3].

History
Founded in May 1977, the CIA was Oracle's first customer, [4] contracted to build a relational database.
The firm's name came from a CIA project code-named "Oracle." Company co-founders Larry Ellison, Robert Miner and Ed Oates worked on Project Oracle at a consulting firm, before striking out on their own[5].
Since then, Oracle has grown steadily, continuing to win contracts for other law enforcement and government agencies, like the National Security Agency; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Department of Homeland Security[6]. At the same time, it has continued to buy up competitors.

Oracle faced a class-action lawsuit in 2022 concerning its data collection practices. Filed on behalf of “worldwide Internet users who have been subject to Oracle’s privacy violations,” the lawsuit alleges Oracle collected data, prepared dossiers of more than half of the global population, and sold them to third parties without taking prior consent from data subjects.
The lawsuit focuses on Oracle ID Graph, a service designed to synchronize and combine disparate data across multiple channels, and Oracle Data Marketplace, one of the world’s largest data exchange platforms.[7]

All-seeing Database
“The single greatest step we Americans could take to make life tougher for terrorists would be to ensure that all the information in myriad government databases was copied into a single, comprehensive national security database. Creating such a database is technically simple. All we have to do is copy information from the hundreds of separate law enforcement databases into a single database. A national security database could be built in a few months. A national security database combined with biometrics, thumb prints, hand prints, iris scans or whatever is best can be used to detect people with false identities.”

Countries liking the all-seeing database include China. Following the 2022 Chinese military exercises around Taiwan, NATO officials raised concern that Oracle technology had assisted the People's Liberation Army to create an "operational picture" for strategic and tactical military operations, with Elon Musk's help. This for the time being a "coincidence".[10]

- David Carney was leader of Oracle's Information Assurance Center,founded just two months after the September 11th attacks. He was formerly the number three person at the CIA, where he worked for 32 years.
Emerald City
In December 2020, the company moved its corporate headquarters to Austin, Texas[12].
The corporations former headquarters in Redwood, California, the distinctive Oracle Parkway buildings, nicknamed the Emerald City, served as sets for the futuristic headquarters of the fictional company "NorthAm Robotics" in the Robin Williams film Bicentennial Man (1999). The campus represented the headquarters of Cyberdyne Systems in the movie Terminator Genisys (2015).
