Tom Lloyd studied at the University of Oxford.
Career
In 1974 Lloyd joined the Metropolitan Police Service. By 1999 he was a Commander, and was given the QPM in the Queen's Birthday honours. He was promoted to the rank of Chief Constable in 2002.
He was New Scotland Yard's Director of Strategic Co-ordination for 4 years.

After retirement from the police, Lloyd became head of security for the Institute of Statecraft from 2007-2010. He was a senior associate fellow of the Institute for Statecraft, with a speciality of "Law Enforcement and Drug Policy Reform"
