Thomas Carl Lloyd QPM is a retired UK policeman with over 30 years of experience. He was listed as a senior associate fellow of the Institute for Statecraft, director of the "Law Enforcement and Drug Policy Reform"[1] project until they took down their website.[2]

Tom Lloyd studied at the University of Oxford.

Career

In 1974 Lloyd joined the Metropolitan Police Service. He was promoted to the rank of Chief Constable in 2002. He was New Scotland Yard's Director of Strategic Co-ordination for 4 years.

After retirement from the police, Lloyd became head of security for the Institute of Statecraft from 2007-2010. He was a senior associate fellow of the Institute for Statecraft, with a speciality of "Law Enforcement and Drug Policy Reform"
